Section B: Description of the Supplies/Services Required
The Air Force Library Program has a requirement for CLEP streaming videos to aid Airmen in their educational pursuits. The videos will help them study for the CLEP tests in various subject areas. The 16 videos will be provided to 67 sites.
Section C: Justification for Soliciting from a Single Source
CLEP streaming videos are a unique resource for the Air Force Library Program, not available from any other source, and supplements the library's collection of educational materials. Comex provides streaming videos for the following subjects: Humanities, Natural Science, College Composition, College Mathematics, Social Science and History, Algebra, American Government, American Literature, Analyzing and Interpreting Literature, Biology, Business Law, Chemistry, Principles of management, Psychology, US History I and II. Lessons can be streamed to smartphones, tablets and computers.
Comex has the exclusive rights to provide CLEP streaming videos to libraries and other educational institutions.
Without this sole source acquisition, the Air Force Library's mission to provide airmen with educational support would be seriously harmed or delayed without the latest, up-to-the-minute information available from this subscription.
Section D: Efforts to Obtain Competition
Market research confirms that Comex is the only known source that can satisfy the government's requirements and is intended to supplement AFPC's collection of educational information and materials.
An intent to award on a sole source basis (FA8604-16-X-8021) notice was posted from 16 August 2016 - 26 August 2016 Federal Business Opportunity Net and no qualified responses that could meet the requirement were received. The proposed sole source is the only known source able to satisfy the Government's requirements.
Section E: Steps to Preclude Future Single Source Awards
AFSVA/SVPL will keep an open dialog with the users/patrons and evaluate statistics to determine the necessity to use this resource to supplement its collection of graphic images. AFSVA/SVPL will continue to survey the market for vendors to obtain competition in graphic design images. The library uses publishers' advertisements, interlibrary loan requests, customer suggestions and new publication reviews in conducting its surveys.
