I. Contracting Activity.
This justification and approval to request authority for Other Than Full and Open Competition supports requirements generated for the Air Force (AF) Libraries. The contracting activity for this requirement is the Air Force Life Cycle Management Center (AFLCMC), Specialized Contracting Division (AFLCMC/PZIEC).
II. Nature and/or description of the action being processed.
In accordance with FAR 13.106-1(b) (soliciting from a single source), and FAR 13.501(a) (sole source acquisitions) this is a Firm Fixed Price contract to acquire GlobalIncidentMap.com for AF Libraries at 150 seats for the base year, 26 September 2016 - 25 September 2017 with two option years. This sole source requirement will be acquired from the following organization:
TransitSecurityReport.com, Inc.
PO Box 157, RR 1#101 Cabool, MO 65689
III. Description of supplies/services required to meet agency needs.
The GlobalIncidentMap.com is produced by TransitSecurityReport.com Inc and is popular among law enforcement, government, military, intelligence and corporate security organizations. The web site displays a continuously updated interactive GIS-based display of "Terrorism and Other Suspicious Events". The display included all manner of incidents, threats, situations, and general news related to terrorism, homeland security and similar matters. Some incidents include bomb threats, bomb hoaxes, bomb explosions, thefts or smuggling of radioactive material, embassy or consulate incidents, threats or incidents at military bases and recruiting locations, chemical incidents, aviation/airport incidents, maritime incidents, railway incidents, bridge and dam incidents, and so on.
This is a commercial item, as defined by FAR 2.101. It is used by the general public and non-governmental entities for other than governmental purposes, and is sold or licensed to the general public. The anticipated value is to be an amount greater than the simplified acquisition threshold but not exceeding $7 million (including options). Therefore, the Contracting Officer anticipates awarding a contract utilizing the procedures in FAR Subpart 13.5.
The type of appropriation that will fund this requirement is 3400 funding.
Total cost for annual publications:
Base Year(CY17): $50,000.00 Option #1(CY18): $50,000.00 Option #2(CY19): $50,000.00 Total Contract Value: $150,000.00
IV. Statutory authority permitting Other than Full and Open Competition.
FAR 13.106(b), Soliciting from a single source FAR 13.501(a), Sole Source acquisitions in accordance with 41 U.S.C. 1901
For Official Use Only
For Official Use OnlyUpdated: 15 Mar 16
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The GlobalIncidentMap.com resource is a unique source for the AF Libraries. The AF Libraries are not aware of any vendors who provide the same exact collection of data that TransitSecurityReport does, in the same format, with the same archiving and search functions. The information provided by this database is crucial for Air Force Air Combat Command (ACC) and Air Force Special Operations Command (AFSOC) units to stay abreast of terrorism threats and incidents, helping to ensure the safety of the citizens of the United States.
Accordingly, TransitSecurityReport.com is the only firm capable of providing the information described above without the U.S. Air Force experiencing unacceptable delays and substantial duplication of cost that could not be recouped through competition.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
An intent to award sole source synopsis (FA8604-16-X-8020) was accomplished from 16 August 2016 - 26 August 2016 requesting any interested firms to submit a capabilities package indicating their capability to provide these required publications. No responses to any of the relevant materials were received via FBO.gov.
The market research (See Section VIII) and synopsis confirms the scientific publications required by AF Libraries are only available from TransitSecurityReport.com.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
In accordance with FAR 13.106-3(a), the Contracting Officer shall determine that the proposed price is fair and reasonable. The basis of this determination is anticipated to be based on FAR 13.106-3(ii) and FAR 13.106-3(iii). This has been previously procured by AFLCMC/PZI for the AF Libraries and the price shall be verified against TransitSecurityReport.com's price lists, catalogs, or advertisements and by comparison to prices previously paid.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
None.
X. List of sources, if any, that expressed interest in the acquisition.
The proposed sole source is the only known source that can satisfy the government's requirements.
TransitSecurityReport.com, Inc.
PO Box 157, RR 1#101 Cabool, MO 65689
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The contracting activity has posted the intent to purchase sole source notice, for information purposes only in order to obtain or evaluate if competition is available for this product (FAR 5.202(a)(13)) in prior years and have not
