Skid Steel, WPAFB 1 April 2025

Question Set #1

1. What’s the delivery deadline for the 12 pallets in FY25? Are partial deliveries (e.g., 4 pallets at a time) allowed?

Delivery deadline is 10 weeks after contract award / option exercise date. Partial deliveries are not allowed.

2. Who unloads the pallets at Building 70A? Any dock hours or restrictions?

Pallets/bundles will be unloaded by EZPAA personnel. Dock hours are 0700-1500. All deliveries are subject to inspection by base security personnel prior to entrance at Wright Patterson AFB.

3. Are there pallet size/weight limits (e.g., 48” x 48” x 48”, 2,000 lbs.) or special handling needs?

Any pallets or bundles shall be less than 8,000 lbs. Pallets or bundles shall be no more than 72 inches deep and able to be handled by a 10K forklift. There is no length or height limits for pallets or bundles.

4. Are the 74 parts per skid assembly delivered loose, or is pre-assembly required?

Pre-assembly is not required. The preferred shipping configuration is to have like components bundled together. They shall be separated by part number, not by assembly number. Multiple part numbers may be grouped together on a pallet or in a banded bundle.

5. Does UII (> $5,000 per assembly) apply to each kit (one 2D data matrix per pallet) or specific parts individually?

There are no UII requirements for this contract. Part numbers may be written or etched directly on the parts if desired by the Contractor for quality assurance. If part numbers are written or etched on the parts, the part numbers shall match those provided in the technical drawing package.

6. Is one WAWF MIRR submission enough for all 12 pallets or separate per batch?

One submission for all 12 pallets.

7. What are the key inspection criteria at WPAFB (e.g., part count, UII readability, tolerances)?

Key inspection criteria are part counts, tolerances, lack of rust, and lack of machining burrs.

8. What are the anticipated exercise dates for option years (CLIN 0002-0004), and any pricing escalation factors?

Option year are anticipated to be exercised in Feb-April of each year. (ie. Feb-April 2026 for CLIN 0002, Feb-April 2027 for CLIN 0003, and Feb-April 2028 for CLIN 0004).

Proposal should include estimated escalation in option years.

9. Any government-furnished materials, extra packaging beyond MIL-STD-129, or cybersecurity requirements (e.g., DFARS 252.204-7012)?

No. Parts shall be inspected upon delivery for compliance to the provided technical drawings. Method of packaging is determined by the Contractor.

10. What’s the required steel finish for the 74 individual parts, painted, prime finish, or galvanized? If painted or primed finish, what are the specifications (e.g., color, MIL-spec)?

Plain steel that is free of substantial rust. Mild surface rust may be accepted at the discretion of the Government. Parts may be oiled to protect from rust formation.

11. It calls for additional qty of 12 units (or is it up to 12 units?) for additional years.

The requirement for additional years is to produce 12 units. There is no change in the required quantities from the base year and any of the option years. The required product and quantities will be identical.
