About this file
This Single Source Justification (Simplified Acquisition) document pertains to a procurement by AFLCMC/PZIPG for a high-speed, high-bandwidth, single pixel Fourier transform spectrometer from Telops Inc. The procurement was initially pursued on a sole source basis after market research and solicitation efforts. Two other vendor quotes were received but determined to be technically unacceptable, and the requirement could not be awarded due to customer funding withdrawal.
The contracting activity determined Telops Inc. was the only source able to meet the government's requirements, specifically for an instrument with unique calibration capabilities for extreme field conditions. The instrument contains an internal calibration source with very limited lifetime external calibration sources. The Contracting Officer has approved proceeding with a sole source award under FAR 13.106-1(b)(1), with faculty and staff committed to exploring alternative sources through conference attendance, trade shows, internet searches, and industry conversations. The procurement is dated April 2021, with a planned contract date of 17-Sep-2025.
