Patterson Air Force Base (AFPET/PTPLA) provides laboratory quality surveillance and investigative analytical support of flight critical products directly related to the warfighter operations on behalf of all Air Force and other DoD agencies, as well as commercial entities.
AFPET/PTPLA has a vision to create a flexible, dynamic center of excellence that is responsive to customers and strategically positioned and focused on contingency and warfighter operations. We provide warfighters specialized testing services and capabilities in petroleum, propellants, cryogenics, chemicals and gases for all aerospace vehicles, systems, and equipment.
2. SCOPE OF WORK: AFPET/PTPLA is seeking to purchase (1) Automated Potentiometric
Mercaptan Sulfur Titrator Instrument designed primarily for the determination of mercaptan sulfur in gasolines, kerosene, aviation turbine fuels, and distillate fuels containing from 0.0003 % to 0.01 % by mass of mercaptan sulfur. Elemental sulfur in amounts less than 0.0005 % by mass and organic sulfur compounds such as sulfides, disulfides, and thiophene, do not interfere. This instrument will analyze fuels in accordance with ASTM D3227-24 and in accordance with this Statement of Work (SOW).
3. TECHNICAL REQUIREMENTS: This document covers the purchase, warranty, shipping, installation, and training of one (1) Automated Potentiometric Mercaptan Sulfur Titrator Instrument that can perform Mercaptan Sulfur content testing per ASTM D3227-24.
Applicable Documents: A copy of ASTM D3227-24 may be obtained by writing ASTM International, 100 Barr Harbor Drive, PO Box C700, West Conshohocken, PA 19428-2959; by telephone at 610-832-9255;

3.1. Requirements/Salient Characteristics: The Automated Potentiometric Mercaptan Sulfur Titrator Instrument must possess the following features:
3.1.1. The automated potentiometric mercaptan sulfur titrator instrument shall have Cell System, consisting of a reference and indicating electrode. The reference electrode should be a sturdy, pencil-type glass electrode, having a shielded lead connected to ground. The indicating electrode shall be made from a silver wire, 2 mm (0.08 in.) in diameter or larger, mounted in an insulated support. Silver billet electrodes can also be used.
3.1.2. The automatic titration system having electrode pair shall be capable of performing titration. It must provide means for incorporating density value into internal calculations at testing temperature for volumetric titration.
3.1.3. The automated potentiometric mercaptan sulfur titrator instrument shall be capable of operating on an input of less than 9 × 10− 12 A and having a sensitivity of 2 mV over a range of at least 1 V. The meter shall be electrostatically shielded, and the shield shall be connected to the ground.
3.1.4. The automated potentiometric mercaptan sulfur titrator instrument shall be capable of selecting the endpoint and treating data. Plot the cumulative volumes of 0.01 M AgNO3 solution added against the corresponding cell potentials. Select the end point at the inflection point of the steepest portion of each “break” in the titration curve.

The invoice shall be submitted to the Wide Area Workflow (WAWF) in accordance with the terms of the final contract award.
9. DELIVERY PROCEDURES COMMERCIAL VEHICLES:
9.1. All vehicles larger than a large pick-up truck are required to be inspected by the Wright-
Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
9.1.1. Step van/panel truck
9.1.2. Tractor/trailer, box and flatbed containing cargo
9.1.3. Tanker trucks
9.1.4. Box truck
9.1.5. Tour buses
9.1.6. Garbage/recycled waste trucks
9.1.7. Concrete trucks/mixers, dump trucks
9.1.8. Cranes, recreational vehicles, petroleum tanker
This inspection will be conducted at Wright-Patterson AFB Gate 26A.
9.2. The following are exemptions to vehicles utilizing the CVDG:
9.2.1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list shall be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates, and the base will not assume liability for denied access.
9.2.2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
9.3. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
