About this file

This is a Questions and Answers document for federal contract opportunity FA860126Q0116 regarding radioactive storage cabinets.

The solicitation requires two types of lead-lined storage cabinets: Cabinet 1 with 2 drawers and Cabinet 2 with 6 drawers, both with 25mm lead lining on the cabinet shell only. The Government clarified that internal drawer dimensions listed in the solicitation should be treated as minimum dimensions, provided drawers fit within external cabinet dimensions and maintain uniform sizing within each cabinet type. For lead shielding compliance, the Government will accept mill certification of lead thickness and purity as evidence rather than NRC certification, as the NRC does not certify storage cabinets. The contract is structured as a free and open acquisition, not a small business set-aside, despite conflicting language in incorporated FAR clauses. Regarding transportation, if the contractor's facility is located within a 250-mile radius of the solicitation address and possesses adequate loading capabilities (dock, forklift, and crane for a 53-foot semitrailer), transportation costs should be excluded from pricing, as AFIT personnel will arrange pickup at the contractor's location rather than receiving FOB Destination shipment.

FA860126Q0116 Radioactive Storage Cabinets Effort

1. Cabinet 2 (6-drawer) lists an internal drawer width of 122mm within a 730mm-wide cabinet, while Cabinet 1 lists 355mm. Please confirm 122mm or provide the correct dimension.

For both cabinets:

The external dimensions of the entire cabinet are required as stated.

The internal dimensions for each drawer may be considered to be minimum drawer dimensions. Provided that:

- the drawers fit within the external dimensions of the entire cabinet and

- within Cabinet 2: all 6 drawers are the same dimensions and

- within Cabinet 1: both drawers are the same dimensions notional drawings of the desired cabinets are shown below:

2. Please confirm the extent of the 25mm lead lining — all six surfaces of each drawer enclosure, or the cabinet shell only. This drives lead volume and price directly.

Only the cabinet shell is required to have lead lining.

3. The SOW requires 25mm lead shielding "to NRC certification." NRC does not certify storage cabinets. Please identify what evidence the Government will accept (mill certification of lead thickness and purity, attenuation calculation, or acceptance under the AFIT license).

Mill certification of lead thickness and purity is acceptable.

4. FAR 52.219-6, Notice of Total Small Business Set-Aside, appears in the clauses incorporated by reference, while SF 1449 Block 10 and the synopsis state the acquisition is unrestricted. Please confirm whether this is free and open or set-aside.

This contract is free and open.

5. The SOW states AFIT will pick up within a 250-mile radius, while SF 1449 Block 11 and the Required Information Sheet indicate FOB Destination. Our facility has a dock, forklift, and crane capable of loading a 53' semitrailer. Please confirm whether pricing should exclude transportation, and how FOB should be shown on the Required Information Sheet.

If your facility is within a 250-mile radius of the address included in the solicitation and has the specified loading capabilities, transportation costs do not need to be included in the pricing. AFIT personnel will pickup the cabinets at your location.
