About this file

This is a Statement of Work (SOW) for the procurement of high-frequency universal counters for the 88th Logistics Readiness Squadron Precision Measurement Equipment Laboratory (PMEL) at Wright-Patterson Air Force Base (WPAFB) in Ohio.

The requirement is for three (3) new Keysight Technologies model 53230A Universal Frequency Counter/Timer units with specific configurations. Each unit must include Channel 3 with 15 GHz Continuous Wave capability, a front-panel Type-N Channel 3 input connection, LAN/USB/GPIB connectivity, an Ultra High-stability Oven Controlled Crystal Oscillator (OCXO) timebase, and ANSI Z540-1-1994 calibration. All equipment must be strictly new manufacture; refurbished, used, or gray-market items are unacceptable. The procurement addresses the urgent need to replace end-of-life legacy counters experiencing hardware degradation that is causing measurement errors and degrading mission readiness for calibration of critical Test, Measurement, and Diagnostic Equipment such as spectrum analyzers and signal generators.

Delivery shall be made FOB Destination directly to the PMEL facility at 5060 Pearson Road, Area A, Building 884, Wright-Patterson AFB, OH 45433, with all shipping costs and insurance included in the contractor's proposal. The contractor must provide an estimated delivery timeline upon contract award based on standard commercial lead times. Installation services are not required from the vendor, as government contractor personnel will handle setup. The government point of contact is Chad Zeretzke at (937) 257-4063. Acceptance will be based on visual inspection for shipping damage and verification that items match the specified manufacturer, model number, and required options. The contractor shall provide standard commercial Original Equipment Manufacturer (OEM) warranty effective upon government acceptance. Special delivery procedures apply for vehicles larger than a large pick-up truck, which must be inspected by the Wright-Patterson AFB Commercial Vehicle Delivery Gate prior to base entry.

STATEMENT OF WORK

PMEL High-Frequency Universal Counters

11 May 2026

1.0. BACKGROUND: The 88th LRS/LGRMCD Precision Measurement Equipment Laboratory

(PMEL) requires high-frequency counters to calibrate critical high-frequency Test, Measurement, and Diagnostic Equipment (TMDE), such as spectrum analyzers and signal generators. The current legacy end-of-life counters are experiencing severe physical hardware degradation, specifically failing input impedances, rendering them unserviceable.

Continuing to utilize degraded equipment introduces severe measurement errors, resulting in faulty customer equipment being returned to the field and directly degrading mission readiness. This procurement will restore full calibration capability.
