About this file

This is a Questions and Answers document for solicitation FA860126Q00580001, clarifying technical and operational requirements for the AFIT Continuous Emissions Monitoring System (CEMS) procurement. Key clarifications include: AFIT requires one CEMS system designed for use with any of their research engines; the system must be housed in a cabinet with Class I, Division 2 hazardous area-rated enclosures for the probe and analyzers; required measurements are limited to CO, CO2, NOx, O2, and THC, with SOx as an optional addition; calibration equipment is not required; and standard analog voltage or 4-20 mA outputs are acceptable with a PLC included in the proposal, though no alarms or special control functions are needed. The CEMS must interface with pre-existing data acquisition systems universally, as the system may be applied to multiple engines and different DAQ platforms rather than a single fixed system; Trace's proprietary DAS may be included as an optional license. The document clarifies that onsite installation, commissioning, and training are not required, sample drawings and installation packets are not mandatory, and the award timeline and shipment date remain to be determined. No specific quality assurance, quality control, or emissions monitoring requirements beyond the standard measurements are mandated by the Federal Air Force permit.

AFIT Continuous Emissions Monitoring System (CEMS)

· The spec says that the CEMS must be able to be used with any of the AFIT research engines. Is AFIT planning on using the same CEMS for each engine, or would AFIT like multiple systems? 1 system

· Does the CEMS need to be in a shelter or cabinet? Cabinet

· The spec says “any” for Hazardous Area rating. Should the contractors quote Class I, Division 2 enclosures for the probe and analyzers? Yes

· The Federal Air Force permit has no limit for emissions, but does it specify any QA/QC or emissions monitoring requirements (daily calibrations, cylinder gas audits, RATA/RAA, etc.)? No

· From the Spec the only required measurements are CO, CO2, NOx, O2, and THC. Is it ok to include the Sox (total sulfur) measurement as an option yes but not required

· Should the contractor quote calibration equipment (cylinder station manifolds and bottle racks)? No, not a requirement in the SOW

· It is understood AFIT wants voltage or 4–20 mA analog outputs. A PLC will be included in the proposal. Does AFIT want an AO for each component to be measured. Does AFIT need or want any analog inputs, digital inputs/outputs, or relays (these would be for alarms and control of any solenoids)? Any standard I/O is fine, no alarms

· The spec says data acquisition systems are pre-existing and the CEMS must interface with them:

· Who is the DAQ vendor (CEMTek, ESC Spectrum, etc.)?

· What communication protocol is required? The spec mentioned analog I/O, but is another type of protocol required?

· Does the CEMS need to interface with HMI software?

· Trace makes its own DAS, but the CEMS should be able to interface with the existing DAQ. I can include Trace’s DAS license as an option if they want.

· The SOW states that this can and will be applied to multiple systems / engines. To that end, it may be going into different DAQ systems, so there is not one single option. It should be universal to any system it works with. Is onsite time required for Trace (installation, commissioning, training, etc.), and are there any special requirements for a Trace technician to work onsite? No

· When is the contract expected to be awarded, and when would they need the system ready for shipment? To be determined

· Should the contractor provide a sample drawing and installation packet to give AFIT an idea of the level of detail Trace provides? The idea stated in the statement of work is that this is a rack system, so the footprint is defined there. The contractor shall use their own judgment on whether drawings and installation packet should be submitted. It is not required.
