About this file
This document is Section 9.0 of a Statement of Work (SOW) outlining General and Administrative Requirements for a Department of the Air Force contract.
The contractor must establish protocols for administrative compliance including: designation of an Ombudsman (Col Paul W. Tinker, Deputy Director at AFLCMC/AQ_AZ, Wright-Patterson AFB) to address contractor concerns after initial escalation to the Contracting Officer; immediate notification of the Contracting Officer and Information Protection Office/Security Manager if government security activities impact contract performance; and prompt reporting of security incidents or information compromises. The contractor must maintain organizational operations free from actual or potential conflicts of interest, with immediate written notification to the Contracting Officer if any OCI is discovered, including a proposed mitigation plan that must be strictly followed upon government approval.
The contractor must comply with all health, safety, and security requirements on Department of the Air Force installations, including local, state, and federal regulations and installation-specific policies. This includes immediate reporting of accidents, injuries, or safety hazards to the Contracting Officer and local Safety Office. The contractor must comply with installation access control procedures detailed in Section 6.0, including vetting requirements, pass acquisition, and vehicle registration. Common Access Cards (CACs) may only be issued to personnel requiring logical access to DoD computer networks or unescorted physical installation access, processed through the Trusted Associate Sponsorship System (TASS). The contractor must immediately report lost or stolen CACs and collect and return all CACs within five business days of employee departure, contract termination, or when no longer required.
