About this file

This is a Questions and Answers document for federal contract solicitation FA860125Q0175 regarding an AFPET Automated Viscosity Instrument. The document does not address required products or services, response deadlines, pricing terms, or other substantive procurement requirements. Instead, it provides government clarification on a single vendor inquiry regarding country of origin eligibility.

The government confirmed that Turkey qualifies as an acceptable country of origin under Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. According to the response, Turkey meets the definition of a "qualifying country" as outlined in DFARS 225.003 because it maintains a reciprocal defense procurement memorandum of understanding or international agreement with the United States. The government specifically referenced DFARS clause 252.225-7012, which is incorporated by reference in the related solicitation FA860126Q0017 and explicitly lists Turkey as a qualifying country. This Q&A document (Version 1.0) was last updated on February 27, 2026.
