This Statement of Work details the acquisition of a midwave multispectral camera lens for the Air Force Institute of Technology (AFIT) Engineering and Physics Department at Wright-Patterson Air Force Base. The lens will support DoD-relevant remote sensing research by enabling the study, calibration, and characterization of spectral systems. The contractor must deliver a 200mm focal length lens with F-number 2.5, spectral range of 1.5-5 microns, bayonet mount, and minimum focal length of less than 5 meters. The lens must include calibration of the lens-camera combination with all calibration data delivered in CSV format, including spectral response curves and 2500°C calibration with appropriate neutral density filters. A protective case is required, and the vendor must arrange shipping of the instrument to and from the facility for calibration. All products must be domestic or qualifying country end products per DFARS 252.225-7001.

Delivery must occur no later than 12 weeks after contract award to Air Force Institute of Technology (AFIT/ENP), Attn: Gregory W Smith, 2950 Hobson Way, Wright-Patterson AFB, OH 45433-7765. The contractor is responsible for all transportation, loading, unloading, storage, and on-site coordination, including operation of equipment necessary to complete the work. AFIT is designated for inspection and final acceptance. The contractor must provide a two-year warranty covering parts and labor with return-to-factory freight costs included. Payment is 100% upon delivery and proof that the system meets all technical requirements, with payment on a net 30 basis submitted through Wide Area Workflow (WAWF). Commercial vehicles larger than a pickup truck must be inspected at the Wright-Patterson Commercial Vehicle Delivery Gate prior to base entry, with specific procedures for vehicle resealing and contractor escort requirements outlined in the delivery procedures section.

MIDWAVE MULTISPECTRAL CAMERA LENS

7 NOVEMBER 2025

I. BACKGROUND: Due to the nature of remote sensing research, it is necessary for the Air Force Institute of Technology (AFIT) Engineering and Physics Department (ENP) to acquire a high focal length, low f-number 200mm lens to go with the recently acquired fast midwave multispectral camera. AFIT/ENP’s current optics for this camera do not meet the requirements of conducting DoD relevant remote sensing research due to their limited range.

II. SCOPE: The equipment will be used to produce a known calibrated radiometrically accurate infrared light spectrum. It is used primarily to study, calibrate, and characterize DoD relevant spectral systems.

III. TECHNICAL REQUIREMENTS: The following specification lists the minimum (threshold) requirements for the High Temperature Black Body.

• 200 mm focal length

• F-number 2.5

• Spectral range 1.5-5 microns

• Bayonet mount

• Calibration of lens camera combination

• Delivery of all calibration data to include camera/lens spectral response curves in csv format

• 2500 C calibration with appropriate ND filters

• Protective case for lens included

• Shipping of instrument to and from facility for calibration

VI. INSPECTION AND ACCEPTANCE: AFIT is designated as the office responsible for inspection and final acceptance of supplies or services provided in this order. A receiving report shall be accomplished immediately upon receipt and acceptance of supplies.

a. Inspection/Acceptance POC: A POC will be identified in the schedule of the final awarded contract for this requirement.

VII. WARRANTY: Product will be free from defects in material and workmanship, under normal and proper use in accordance with equipment user manual. A warranty period of at least two years, after receipt/acceptance, with parts and labor with return to factory freight costs included.

VIII. INVOICE AND PAYMENTS: Full payment after delivery and proof the system operates as designed and meets the technical requirements listed above. This proof includes a signed installation document certifying those requirements have been met. 100% payment after delivery.

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made.

a. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. The invoice shall be submitted to and will be paid in Wide Area Workflow (WAWF) (https://wawf.eb.mil/). in accordance with the terms of the final contract award.

b. Payment will be made on a net 30 basis.

IX. DELIVERY PROCEDURES COMMERCIAL VEHICLES: All vehicles larger than a large pick‐up truck is required to be inspected by the Wright‐ Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.

9.1 Vehicles to be inspected include, but are not limited to, the following:

9.1.1 Step van/panel truck

9.1.2 Tractor/trailer, box, and flatbed containing cargo

9.1.3 Tanker trucks

9.1.4 Box Trucks

9.1.5 Tour buses

9.1.6 Garbage/recycled waste trucks

9.1.7 Concrete trucks/mixers, dump trucks

9.1.8 Cranes, recreational vehicles, petroleum tanker

9.2 This inspection will be conducted at Gate 16A located off State Route 444. The following are exceptions to vehicles utilizing the CVDG:

9.2.1 If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

9.2.2 If a delivery vehicle must exit, and then re‐enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre‐clearance form. The driver shall present the pre‐clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.

9.2.3 Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre‐clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving, agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on WPAFB.
