Section B: Description of the Supplies/Services Required
AFIT/ENY is seeking the purchase of a 16-port vector network analyzer and 4-port automatic calibration module that covers the frequency range from 300 kHz to 9 GHz with direct receiver access via external physical ports.
Section C: Justification for Soliciting from a Single Source or Brand Name
The justification for awarding a brand name contract for the Cobalt C2420 Vector Network Analyzer and ACM4520-1111 automatic calibration module is to ensure compatibility with already developed software leveraging Copper Mountain's Application Programming Interface (API) to command and control other Copper Mountain products. For these reasons, the specified hardware components from Copper Mountain Technologies are the only devices compatible with existing capabilities and this solution represents the lowest cost and fastest development cycle that meets our requirements.
Section D: Efforts to Obtain Competition
Efforts to obtain competition include the below:
1. The 16-Port Vector Network Analyzer with a 4-pot Automated Calibration Module included in this acquisition continue to be available in the commercial marketplace and meet the definition of a "Commercial Product or Commercial Service" IAW FAR 2.101.

Based on the above, it is in the best interest of the Government to pursue this acquisition as a Small Business Set Aside with a brand name justification using FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures).
Section E: Steps to Preclude Future Single Source or Brand Name Awards
To preclude the necessity of future sole source or brand name acquisitions of the same supplies, the requiring activity will conduct a comprehensive market survey prior to future purchases to identify and evaluate multiple vendors offering comparable vector network analyzer with automated calibration modules.
