About this file
This is a Questions and Answers document issued by the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base in response to inquiries regarding solicitation FA8601-26-Q-0008 for a High Speed Spindle.
The document addresses three key clarification questions regarding the procurement requirements. First, the government explicitly states it is not interested in non-COTS (Commercial Off-The-Shelf) solutions. Second, regarding COTS requirement interpretation, the government clarifies that COTS items must be supplied in the same form as sold in the commercial marketplace with no modifications whatsoever; customization of interface or housing to accommodate government test infrastructure is not acceptable. Third, concerning the minimum spindle power requirement of 3.5 kW, the government confirms this is mandatory and will not accept a spindle rated at 3.0 kW continuous power, even if capable of meeting operational performance requirements at 90,000 RPM. All three answers were marked "Not acceptable" to the proposed alternatives, indicating strict adherence to the stated requirements is necessary for proposal acceptance.

SUBJECT: Response to Inquiries regarding FA8601-26-Q-0008 High Speed Spindle
Question 1: Are you interested in non-COTS solutions?
Answer: Not acceptable.
Question 2: COTS Requirement Clarification
The SOW specifies that a “fully developed COTS system (no BETA items)” is required. Would a standard production spindle that is commercially available, but includes minor interface or housing customization to mate with existing government test infrastructure, still be considered acceptable as COTS, provided it is not a prototype or developmental item?
Answer: Not acceptable, COTS only in the same form in which it is sold in the commercial marketplace, with no modifications.
Question 3: Spindle Power Requirement
The minimum spindle power requirement is listed as 3.5 kW. Would a spindle rated at 3.0 kW continuous, but capable of meeting the operational performance requirements at 90,000 RPM, be considered acceptable, or is 3.5 kW minimum mandatory?
Answer: Not acceptable.
