About this file

This document is a section of a Statement of Work (SOW) detailing General and Administrative Requirements for a Department of the Air Force (DAF) contract.

The document establishes administrative governance and compliance procedures for contractor operations. An Ombudsman, Col(s) Paul W. Tinker, Deputy Director of Acquisition Excellence & Program Execution Directorate (AFLCMC/AQ_AZ) at Wright-Patterson AFB, Ohio, is designated to facilitate resolution of concerns from offerors, potential offerors, and contractors, though contractors must first address concerns with the Contracting Officer. The contractor must immediately notify the Contracting Officer and local Information Protection Office/Security Manager if any Government security activity affects performance or if security incidents occur. Contractors must maintain organizational conflict of interest (OCI) compliance across personnel, subcontractors, and operations, with immediate written notification to the Contracting Officer if actual or potential conflicts are discovered, including proposed mitigation plans. Contractors performing work on DAF installations must comply with all applicable local, state, and federal health and safety regulations and installation-specific policies, with immediate reporting of accidents, injuries, or safety hazards to the Contracting Officer and local Safety Office. Installation access compliance includes vetting requirements, pass procurement, and commercial vehicle registration per Section 6.0 of the SOW, with immediate return of access credentials upon employee termination or contract completion. Common Access Cards (CACs) must be requested only for personnel requiring logical access to Department of Defense networks or unescorted physical installation access, processed through the Trusted Associate Sponsorship System (TASS), with lost or stolen cards reported immediately and all CACs returned to the issuing office within five days of employee departure or contract termination.
