About this file
This is a Justification and Approval (J&A) document for a sole source contract award under Other Than Full and Open Competition authority. The Air Force Life Cycle Management Center (AFLCMC), Installation Contracting Division, Civil Engineering Contract Support Branch, is awarding a Firm-Fixed Price Bridge Contract to C. Martin Company, Inc. for civil engineering facility and equipment maintenance and repair services at Wright-Patterson Air Force Base, Ohio. The contract is for a one-month base period beginning March 3, 2026, with a one-month extension option if the protest is not resolved timely. The incumbent contractor will provide all personnel, tools, supervision, and services to perform civil engineering support of Government equipment and facilities.
The sole source award is justified due to an ongoing Government Accountability Office (GAO) protest filed on February 24, 2026, following a competitive 100% small business set-aside award to C. Martin Co., LLC on January 30, 2026. The GAO protest included a CICA Stay request that halted services, leaving customers without coverage. The J&A establishes that C. Martin Company is the only entity capable of providing continuous service without unacceptable delays, as no other company can stand up operations immediately given the protest circumstances and service continuity requirements. The contracting officer determined anticipated pricing is fair and reasonable, matching prices from the previously competed contract. Market research conducted February 19, 2025, during the original solicitation supports this determination. The document confirms five companies responded to the initial small business set-aside solicitation, and the agency commits to continued market research and competition for subsequent acquisitions.

VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was originally completed 19 February 2025 as part of the solicitation process for FA8601-26- D-0002. The incumbent was performing the work until the CICA Stay was issued. The incumbent has demonstrated the ability to meet required timelines and the introduction of a new contractor brings along uncertainty and delays to the contract. Because there is an ongoing protest and the critical services were stayed as a result, there is insufficient time for another company to stand up operations for an immediate start date, therefore there are no plans to conduct additional market research for this contract.
VIII. Any other facts supporting the use of Other Than Full and Open Competition.
On 30 January 2026, a competitive 100% small business set-aside was awarded to C. Martin Co., LLC. Following a debrief, on 24 February 2026, the Contracting Office received notification from AF/JACQ of a post award GAO Protest filed by . The GAO protest included a CICA Stay request. This left the customers with no service, and therefore a short contract to continue service while the protest is adjudicated is required.
IX. List of any sources that expressed, in writing, an interest in the acquisition.
See Section V
X. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required.
The initial requirement was competed as a 100% small business set-aside with five (5) companies responding to the solicitation. The sole source is due to a protest and therefore could not be prevented. The agency will continue to use market research and commercial services to ensure adequate competition.
