About this file
This document is a Vendor Questions and Government Answers file for Solicitation FA860125Q0175 for a Mobile Vehicle Lifting System, dated 15 September 2025. The document addresses a specific technical specification question regarding the lift carriage requirements. The vendor proposed a Mobile Lift system with 15-inch forks that can accommodate single and dual wheel configurations, citing USTMA tire load standards.
The government responded by acknowledging a previous typo in the Statement of Work (SOW), clarifying that the specification should read "20 inches or more" for the lift carriage. The government explicitly declined to accept the 15-inch fork design, emphasizing safety concerns and the need for a carriage that can encompass both inner and outer dual tires. The response indicates a strong preference for mitigating potential lifting risks by ensuring comprehensive tire contact during vehicle lifting operations.

Vendor Questions_Government Answers
1. Vendor Question - Regarding the solicitation for specifications for F & G, it states that the lift carriage must be 20 inches or less and accommodate both single and dual wheel configurations without damaging foam-filled tires. Would you accept a Mobile Lift system with 15-inch forks that can accommodate these single and dual wheel configurations? All tires are certified to and/or designed in compliance with USTMA standards, which require tires to handle a static load that is a multiple of its dynamic load. While the dynamic loading of a vehicle (e.g., bouncing, hitting curbs) may demand four tires on an axle, the static capacity of each tire allows the axle to be lifted by just two tires. Many trucks have been successfully lifted using Mobile Lifts with forks that extend only to one tire.
Government Answer – Apologize for typo, SOW should have read “20 inches or more”.
Appreciate the insight on static load limits of tires however government does not wish to assume associated risks of lifting vehicles with less than 20-inch carriage. Ensuring carriage encompasses contact with both inner and outer duals provide mitigated safety risk commensurate with application acceptability.
