About this file

This Single Source Justification document details a contract for the National Space Intelligence Center (NSIC) to procure a Tactical Missile System Fundamentals Course from Raytheon Company. The procurement is valued at $106,658.00 and will provide a multiple-day training course covering foundational technology, systems, subsystems, design drivers, and design process of tactical missile systems, with a particular focus on space domain applications. The training is intended to support professional development for intelligence analysts at NSIC.

Market research was conducted to identify alternative training sources like the Air Force Institute of Technology and Naval Postgraduate School, but these options were deemed insufficient to meet NSIC's specific requirements. Raytheon was determined to be the only source capable of delivering the comprehensive training package, which includes 18 in-person task summary training topics, comprehensive missile system development training, and 3-5 days of course material with subject matter expert facilitation. The contracting activity is AFLCMC/PZI at Wright-Patterson AFB, with a contract determination date of 31-Jul-2025, noting ongoing efforts to promote competition in future acquisitions.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: AFLCMC/PZI ; Wright-Patterson AFB, OH 45433

Project/Program Name: Tacticle Missile System Fundamentals Course

Purchase Request / Local ID Number: F4FTSF5092AW01

Estimated Contract Cost (including Options): $106,658.00

Section B: Description of the Supplies/Services Required

The National Space Intelligence Center (NSIC) has a requirement for non-personal services to provide a multiple-day Tactical Missile System Fundamentals Course covering in depth the foundational technology, systems, sub-systems, design drivers, and design process of tactical missile systems as an on-going effort to provide professional development to squadron intelligence analysts. The contractor shall provide training in regards to providing foundational knowledge of the technology, systems, subsystems, design drivers, and design process of tactical missile systems.

Particular focus will be placed on any topics or technologies with space domain applications. The training and knowledge provided in this course is critical to the continuing education and professional development of NSIC analysts whose daily mission operations and intelligence production directly supports the intelligence needs of the Department of Defense (DOD) and United States Space Force (USSF).

Section C: Justification for Soliciting from a Single Source or Brand Name

The only known source that can provide this training is the Raytheon Company. Raytheon has historically provided quotes to develop similar training, and has both the expertise to deliver this content and provide relevant material that can be adapted to meet NSIC requirements. The Tactical Missile System Fundamentals course procurement will further mission goals and fulfill current analyst and engineering professional development needs. The breadth of material that the training covers is not readily available as a single training and is often presented across multiple longer term courses with different scopes than NSIC requires. This course will offer NSIC 18 in-person task summary training topics, comprehensive training on topics relevant to understanding the development, design, and functionality of tactical missile systems, three (3) to five (5) business days of course material, and subject matter experts to facilitate discussion and fielding of questions from NSIC attendees.

Section D: Efforts to Obtain Competition

Market research identified alternate sources which included the Air Force Institute of Technology (AFIT) or Naval Postgraduate School (NPS) however the courses provided a limited sub-set of the

Some of the individual courses did meet one of the eighteen objectives outlined but the Raytheon Company can provide all the required material within the formats required at this time.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

NSIC is monitoring the marketplace for other less expensive, technically superior, or more readily responsive vendors for training or professional development offerings within the space domain and cyber industries. The NSIC subject-matter experts will continue to attend trade shows and conferences, review publications, and communicate with other users in order to promote competition when future acquisitions are required. As NSIC identifies new requirements, NSIC will make every effort to compete new or future Tactile Missile System Fundamentals course requirements.
