STATEMENT OF WORK
FOR
4-AXIS ELECTRICAL DISCHARGE MACHINE
17 JAN 2025
1. BACKGROUND: For a prototype shop, the need to quickly and efficiently program a part is central to the operation. This piece of equipment needs to be able to utilize the already in use, proprietary SODICK® controller format found in our shop. Our limited space, floor weight capacity, as well as work requirements and extensive prior experience with Sodick machines, demand a very specific machine. To look outside of the Sodick brand would level serious setbacks in software comprehension and machine integration as well as an extremely steep and unnecessary expensive learning curve for the entire Model Shop.
2. SCOPE: AFIT/ENWM requires a Sodick® ALN600G PRO Wire EDM machine with the following technical capabilities:
2.1. Type of Machine: Shall be a 4-axis ALN600G PRO model Sodick CNC Wire EDM machine, equipped with a Sodick WS5P Rotary / Indexing Table - SPW-E control option.
2.2. Travel Capacity: Shall be a minimum travel of 23” X, 15” Y, 13” Z, 5” U, 5” V. Travel must not exceed 24” X, 16” Y, 14” Z, 6” U, 6” V.
2.3. Floor Space: Shall not exceed max operating floorspace of 97in X 106in X 91in
2.4. Machine Weight: Shall not exceed max machine weight of 10,100lbs.
2.5. Table Weight Capacity: Table shall have a minimum capacity of 2,150lbs
2.6. Glass Scales: Machine shall have glass linear scales in the X,Y,U, and V axis.
2.7. Tooling: Shall include SUB-X 1800 Submersible Precision Rotary Indexer, EGS-F EDM Ground System, and Pressurization Kit.
2.8. Post Processor: Shall have an up-to-date post processor file for EdgeCAM software
2.9. Controller Screens: Shall have minimum 19" Touch Panel screen
2.10. Wire Chopper: L Cut Wire Chopper - Wire chopper to eliminate the space of waste wire.
2.11. Wire Feeder: Jumbo Feeder with 44lbs Wire Spool capacity

2.12. Software: Shall operate with Sodick Control SPW (Smart Pulse Wire) CNC Smart Control. Shall include all available software options including but not limited to the following.
2.12.1. Shall include Taper Flex Neo 45 - Hardware & Software
2.12.2. Shall Include Heart NC – CAD/CAM
2.12.3. SPW-E Control interface option for simultaneous rotary table.
2.12.4. Enhanced DXF transfer.
2.12.5. QVIC Programming from Parasolid option.
2.12.6. HTP Circuit- Low conductivity machining option
2.12.7. i-Groove- Sodick wire electrode rotation option.
2.12.8. Programs from current Sodick AQ537L wire EDM must be transferable to new Sodick ALN600G.
2.13. Documentation: Full documentation for maintaining, operating, and repairing the system, including all control software, must be included.
2.14. Training: Shall include 3-day, onsite training for Sodick Wire EDM.
2.15. Warranty: Must include 2-year extended warranty for parts and service.
2.16. Positioning Accuracy Guarantee: Must include 10-year positioning accuracy guarantee.
2.17. Trade-In: Shall offset price with trade in of good condition SODICK AQ537L
2.18. Removal and Delivery: Contractor shall be responsible for removal of trade-in machine as well as delivery of new machine. Removal of old machine and installation of new machine must take place during the same day.
2.18.1. Contractor shall arrange for all cleaning, fluid removal, electrical wiring removal, and all other preparations needed prior to rigging and removal.
2.18.2. Contractor shall arrange for all rigging and removal of old machine.
2.18.3. Contractor shall arrange for all rigging, placement, installation, setup and a traceable calibration of new machine.
2.18.4. Contractor shall arrange for all rigging in and out to take place within one work day; not to exceed two consecutive work days.
3. QUALIFYING COUNTRY PRODUCTS: All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.

4. DELIVERY, TRAINING AND INSTALLATION: The vendor will ship the complete system to AFIT/ENWM, including installation, training and set up within 120 calendar days after the date of contract award:

4.1. Vendor shall provide all necessary training for hardware and software use for 5 users with no expiration date for use.
4.2. A Delivery Point of Contact (POC) will be identified in the schedule of the final awarded contract.
5. WARRANTY: Free from defects in material and workmanship, under normal and proper use in accordance with our instructions in the maintenance manual for a period of one (1) year.
6. SERVICE & SUPPORT: A minimum of a two (2) years of service and support contract to include preventative maintenance and calibration.
7. PAYMENT: Full payment after delivery and proof the system operates as designed and meets the technical requirements listed above. This proof includes a signed installation document certifying those requirements have been met. 100% payment after delivery. The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made.
7.1. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
7.2. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final awarded contract.
8. DELIVERY PROCEDURES COMMERCIAL VEHICLES: All vehicles larger than a large pick‐up truck are required to be inspected by the Wright‐ Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
8.1. Vehicles to be inspected include, but are not limited to, the following:
8.1.1. Step van/panel truck
8.1.2. Tractor/trailer, box, and flatbed containing cargo
8.1.3. Tanker trucks
8.1.4. Box Trucks
8.1.5. Tour buses
8.1.6. Garbage/recycled waste trucks
8.1.7. Concrete trucks/mixers, dump trucks
8.1.8. Cranes, recreational vehicles, petroleum tanker
8.2. This inspection will be conducted at Gate 16A located off State Route 444. The following are exceptions to vehicles utilizing the CVDG:
8.2.1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
8.2.2. If a delivery vehicle must exit, and then re‐enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre‐clearance form.
The driver shall present the pre‐clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.
8.2.3. Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre‐ clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on WPAFB.
8.3. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller
