DEPARTMENT OF THE AIR FORCE

BUSINESS AND ENTERPRISE SYSTEMS DIRECTORATE

WRIGHT PATTERSON AIR FORCE BASE, OHIO

SUBJECT: Response to Inquiries Regarding FA8601-24-Q-0101

QUESTIONS

QUESTION: Are you requesting replacing just the RO unit or the complete system? Why are you asking for a 185 gallon tank? The minimum requirements calls for a 185 gallon tank, but a

70 gallon per minute RO unit.

ANSWER: We are replacing the entire system. The below specifications are required for the department’s sterilization equipment that the reverse osmosis water flows through. The 185

Gallon Tank and 70GPM are the requirements per the SOW as our capabilities increase with our manning. As we plan to increase how many surgeries we do a day, those numbers will increase.

The 185 Gallon tank and 70 GPM serve as a blanket coverall for a projected increase in capes.

QUESTION: Does the RO water feed the hot water supply?

ANSWER: The RO does not feed the hot water supply.

QUESTION: Under the standards, guidelines or approvals, it mentions “for devices that will contact the bloodstream” is this system for Sterile processing or something else?

ANSWER: For Sterile Processing.

QUESTION: One of the guidance documents referenced in the Scope of Work AAMI

TIR34:2014/(R)2017 has been superseded by ANSI/AAMI ST108:2023. Please confirm that

WPMC Sterile Processing wants to use TIR34.

ANSWER: We are using ANSI/AAMI ST108:2023.

QUESTION: Is a walk-through scheduled?

ANSWER: A walk-through is not being offered at this time. The awardee may request a walk-through following contract award.

QUESTION: Can photos of the existing Reverse Osmosis System be provided?

ANSWER: See RO Pic 1 and RO Pic 2 attachments.

QUESTION: I have a question about line item 0001 (Reverse Osmosis System in accordance with Statement of Work) in solicitation FA860124Q0101. Does this price include the removal of the old system?

ANSWER: The SOW does include removal of the old system as a requirement. Installation and maintenance are also listed as requirements in the SOW. The cost of these services may all be combined into CLIN 0001 so long as it is clear that the requirements are being met, or quotes may be submitted that break these services out from the price of the system itself.

QUESTION: Can you please advise who was the supplier of the current reverse osmosis system, and how much was the previous contract worth.

ANSWER: Wright Patterson Medical Center’s current Reverse Osmosis System was manufactured by Siemens Healthcare. The current system was not considered as accountable equipment until 2019. As such, the Medical Group is unsure when the unit was purchased or by whom as there is no historical data in the record system.

QUESTION: Is this solicitation simply for a reverse osmosis unit or would you be looking to also obtain and have installed softening equipment, carbon filtration, and deionization tanks?

ANSWER: Yes, we are also looking to obtain and have installed softening equipment, carbon filtration and deionization tanks.

QUESTION: Does the manufacturer need to be licensed in Ohio? If so, can that licensing be sought after the contract is awarded?

ANSWER: Manufacturer does not need to be licensed in Ohio.
