Statement of Work for

Low Temperature Viscosity Bath

01 April 2024

I. Background:

The Air Force Petroleum laboratory has a requirement for two (2) low temperature baths for viscosity and stability testing. These low temperature baths are designed primarily for determination of viscosity low temperature stability in petroleum fluids (i.e., hydraulics and lubricants). These instruments will be used to test for kinematic viscosity and low temperature stability in aerospace hydraulic fluid and lubricant samples at Air Force Petroleum Agency’s Aerospace Fuels Laboratories (AFPET) on Wright Patterson Air Force Base (WPAFB), Ohio.

II. Minimum Technical Requirements:

The following specifications list the minimum requirements for the two (2) Low Temperature Viscosity Bath’s:

1. The instrument(s) shall fully comply with ASTM D445, “Standard Test Method for Kinematic Viscosity of Transparent and Opaque Liquids (and Calculation of Dynamic Viscosity)”, and ASTM D2532, “Standard Test Method for Viscosity and Viscosity Change After Standing at Low Temperature of Aircraft Turbine Lubricants.” As well as FED-STD-791-3458 for “Low Temperature Stability”.

2. The instruments shall operate on 120V, 60Hz, Single Phase and be equipped with American plugs

3. The instruments shall not exceed 45 in x 40 in x 40 in (l x w x h) in size.

4. The instruments shall be equipped with a minimum of four (4) 2” (51mm) ports for sample analysis by glass capillary viscometers and one (1) port for a reference thermometer.

5. The instruments shall be capable of manual or automated optical flow detection that includes:

a. A minimum of two (2) automated optical flow detectors.

b. The option to add more on available sample ports.

6. The instruments shall provide user defined temperature control (operating range) of 15 to -70°C (59 to -94°F) and shall provide the following:

a. Display temperature with 0.1°C/0.1°F resolution

b. Provide calibration to 0.01°C/0.01°F

c. Meet or Exceed ASTM requirements for control accuracy and uniformity throughout the operating range. From 15 to -70°C (59 to -94°F) the temperature deviation from the desired temperature must not exceed ±0.05°C.

7. The Contractor shall provide all accessories required for installation and operation.

8. The Contractor shall provide all manuals and instructions for operation, backup discs of all required software, and any calibration/certification documents.

9. The Contractor shall provide a complete on-site installation, familiarization training for laboratory personnel, and test runs to ensure proper operation and ready to use status for test methods.

III. Qualifying Country Products:

“All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.”

IV. Delivery, Installation, and Lead Time:

The Contractor shall deliver and install the instrument within 90 days after contract award to the following address:

V. Invoice and Payment:

“The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. The invoice shall be submitted to in Wide Area Workflow (WAWF) in accordance with the terms of the final contract award”

VI. Delivery Procedures – Commercial Vehicles:

a. The company shall properly ship the system to the Aerospace Fuels Laboratory (AFPET) at WPAFB, OH. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken.

b. All vehicles larger than a large pick-up truck are required to be inspected by the Wright-

Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.

Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box and flatbed containing cargo

3. Tanker trucks

4. Box trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker

c. This inspection will be conducted at Gate 26A located off State Route 235.

i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours.

All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

ii. If a delivery vehicle must exit, and then re‐enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery.

The controller will reseal the truck and give the delivery driver a pre‐clearance form. The driver shall present the pre‐clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.

iii. Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre‐clearance form at the CVDG.

After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving. agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on WPAFB.

d. Vehicles may be subject to an inspection at any of installation entry control points =during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
