Department of the Air Force Materiel Command Lifecycle Management Center Wright Patterson Air Force Base

About this file

This notice of intent solicits bids for a sole source contract to purchase a high power flash system and optical trigger system from Specialised Imaging Incorporated. The Air Force Institute of Technology requires these products to support educational programs in physics and engineering by providing adequate illumination and triggering capabilities for an ultra-fast imaging camera. Interested parties may submit capability statements or exceptions by January 26, 2024, but the intent is to award a firm-fixed-price contract on a sole source basis to Specialised Imaging Incorporated as the only known supplier meeting requirements. The statement of work and justification attached provide more details on the minimum specifications for the high power flash and optical trigger systems and rationale for limiting competition.

Statement of Work

For

AD-500 High Power Flash System & Optical Trigger System

Title: SI-AD500-SYS, AD-500 High Power Flash & SI-OT4-SYS-150, Optical Trigger System

Document Date: 11/14/2023

This document covers the purchase, installation, service, warranty, training and commissioning of a High Power Flash & Optical Trigger System to be implemented at the Air Force Institute of Technology (AFIT).

1. Scope: The purchase of a SI-AD500-SYS, AD-500 High Power Flash & SI-OT4-SYS-150, Optical Trigger Systems.

1.1 Background: AFIT/CTISR recently acquired a Kirana ultra-fast imaging camera. This camera allows students to observe very transient physical systems to include, shock propagation, plasma formation, ballistic behaviors as well as a host of other topics of significance to the defense community. In order to fully capitalize on the capabilities of this system, additional components are required. These components are required to provide an adequate triggering and illumination sources to ensure the system can collect enough light to create an image. This system would be used to support educational requirements in PHYS-542, OENG-780, OENG-

651, OENG-650, OENG-533, OENG-530, OENG-647, OENG 616L, PHY521, METG-644,

PHYS-799, and PHYS-999.

2. Applicable Documents: The following specification lists the minimum (threshold) requirements for this set of accessories:

High Power Flash:

1. Produces adequate broadband visible illumination to provide a SNR of 1000:1 at 100,000 fps

2. Less than 1 minute reuse time

3. Greater than 400 J integrated pulse energy per pulse

4. At least 4 independent illumination heads

5. Ability to be triggered remotely

6. Less than 10 kg total weight

Optical Trigger

1. Generates trigger signal from optical pulse

2. Trigger delay accuracy <1 microsecond

3. Weight less than 3 kg

4. Sensor in the visible range (400-700 nm)

5. Operating temperature 0-40 C

3. Requirements/Salient Characteristics:

High Power Flash

1. System must consist of a controller that can control 4 independent illumination heads.

2. Must have 2 illumination Heads.

3. Illumination heads must produce a broadband visible illumination to provide a SNR of 1000:1 at 100,000 fps.

4. Greater than 500 J integrated pulse energy per pulse.

5. Flash Rise Time no greater than 50 Nano-second.

6. Trigger Delay time must be no greater than 30 Nano-seconds

7. Ability to be triggered remotely.

8. Less than 1 minute reuse time

9. Less than 10 kg total weight

10. Must integrate with existing Kirana Model # 5M High Speed Camera.

11. Transit case.

Optical Trigger

1. Generates trigger signal from optical pulse

2. Trigger delay accuracy <1 microsecond

3. Weight less than 3 kg

4. Sensor in the visible range (400-700 nm)

5. Operating temperature 0-40 C

4. Delivery/Period of Performance:

1. The vendor shall deliver and complete all requirements of this Statement of Work no later than 12 weeks after contract award.

2. Contractor shall be responsible for transportation of all new products, loading, unloading, storage and all necessary movement from factory to final onsite set up.

3. The contractor Project Manager shall be responsible for on-site coordination of all deliveries of their product, to include access to and operation of any equipment needed for unloading and movement of materials or product necessary to complete all requirements of this Statement of Work.

4. Free from defects in material and workmanship, under normal and proper use in accordance with equipment user manual, for the period of time of two year after receipt.
