About this file
This document outlines a statement of work and related federal contract opportunity for the purchase of a Telops FAST M3K Infrared Camera System. The statement of work specifies delivery and installation of the camera system no later than 6 weeks after contract award at the Air Force Institute of Technology facility at Wright-Patterson Air Force Base in Ohio. The system must meet specified technical requirements including an InSb detector, 1.5-5.5um spectral range, 640x512 pixel resolution, 25um detector pitch, and frame rates up to 40,000Hz. The solicitation is a brand name requirement for the Telops camera system, with proposals due by January 29, 2024. Evaluation will be based on technical capability and price, with award to the responsible offeror providing the lowest total evaluated price for an acceptable technical proposal meeting the statement of work requirements.

Statement of Work
For
Fast M3K Infrared Camera System
Title: FAST M3K Infrared Camera System
Document Date: 1/31/2023
This document covers the purchase, installation, service, warranty, training and commissioning of a FAST M3K Infrared Camera System to be implemented at the Air Force Institute of Technology (AFIT).
Scope: The purchase of the FAST M3K Infrared Camera System.
1.1 Background: The Telops FAST M3K Infrared Camera is a high-speed, multi-spectral, thermal imaging system that operates in the medium-wavelength infrared (MWIR) band. This camera, and its associated software, are a gigantic advancement in technology level compared to AFIT's current thermal imaging capabilities. MWIR spectral imagers are key for many remote sensing applications, including jet/scramjet combustion diagnostics and hypersonic vehicle plumes. Previous AFIT experiments in these areas have relied on instruments that are far slower, and incapable of measuring the fast reactions in combustion.
This new capability would be both advanced enough to enable new research, but also simple enough to use in ENP's OENG 616 lab. The streamlined software interface and intuitive built-in calibration will enable students to quite fighting against antiquated instruments and focus on learning the physics.
Although AFIT has for years enjoyed a reputation as the "go-to" government agency for sophisticated infrared spectroscopy measurements, AFIT lacks any capability that can compete with this instrument when it comes to combining speed (1,000 frames/sec at full VGA resolution) with spectral resolution (8 bands).
2. Applicable Documents: The following specification lists the minimum (threshold) requirements for this set of accessories:
1. Detector type InSb
2. Spectral range: 1.5 µm-5.5 µm
3. Spatial resolution: 640 x 512 pixels
4. Detector pitch: 25 µm
5. Frame rate (full frame with filter wheel): 800 Hz
6. Frame rate (64 x 8 sub frame): 40,000 Hz
7. Typical Noise Equivalent Temp Difference: 25 mK
8. Scene temperature range: Up to 1500 oC
