FA8601-21-R-0058: Requests for Information and Government Responses Updated: 6 August 2021
1) Reference Section 1.1; last bullet states “Senior Leader Panel Discussion (student presentation to the panel members)”. PWS does not describe this presentation—is this an error or what is this presentation?
The Senior Leader Panel is an approximately two hour discussion which serves as the capstone for PM Academy. The Senior Leader Panel is so named because previous PM Academy instructors were former senior leaders in Department of Defense acquisition. The goal of the panel is to allow students to engage on a more personal level with the course instructors and to access aspects of their knowledge base which are not formally presented during PM Academy classes. Students generate questions for the instructors in advance and the instructors choose the best ones to discuss in front of the class. No specific guidance is given to the students regarding the content of their questions but they often deal with leadership and leadership philosophy, successes and failures, general advice for members of the junior workforce, dealing with adversity, career progression, establishing work/life balance, etc.
2) Reference Section 2.2.1.2.1; first sentence states “…review of each of the first three course elements (reference 3.2.1.1)…” there is no paragraph 3.2.1.1.
Reference should state 2.2.1.1, the PWS has been updated to reflect this.
3) Reference Section 2.2.1.3.1; fifth bullet states “Syllabus (see attached template)” but no template is attached.
Syllabus example attached to PWS. Example is provided for reference only, awarded contractor will be responsible for developing the syllabus.
4) Reference Section 2.2.1.3.1; sixth bullet states “Lesson Objectives and Measures of Merit (LOMM) (see attached draft)” but there is no attachment.
LOMM example attached to PWS. Example is provided for reference only, awarded contractor will be responsible for developing the LOMMs.
5) Reference Section 2.2.1.3.1; seventh bullet states “Grading Rubric”, seeking clarification on requirement for delivering course grades; i.e. pass/fail, letter grade, etc.
There is no prescribed method for the Grading Rubric, it is left to the awarded contractor’s discretion.
6) Reference Section 2.2.1.3.2; sentence states, “…capture all agreed to feedback from course testing (paragraph 3.2.1.2)” but there is no paragraph 3.2.1.2.
Reference should state 2.2.1.2, the PWS has been updated to reflect this.
7) Given the two previous questions regarding Section 3, is Section 3 of the PWS is missing?
The references should have referred to Section 2, the references have been updated in the latest PWS.
8) Reference Section 4.3.3; second sentence states “some offering may require travel to other CONUS-based Department of Air Force bases” but does not specify location or how many should be included in the Firm Fixed Price (FFP) bid.
The requirement for travel was removed, the PWS has been updated to remove this reference.
