Statement of Work (SOW)
NMUSAF Lighting Fixtures
01 September 2020
Source 4WRD Retrofit Fixture
Objective
The NMUSAF requires an ETC Source 4WRD Retrofit fixtures package. The Air Force Museum is upgrading not replacing the current ETC Source 4 Theatrical Ellipsoidal incandescent fixtures in the galleries. The retrofit is replacing the lamp house burner containing the incandescent HPL575 bulb that connects to the Source 4 light fixture with LED lamp house with a bolt pattern unique to the Source 4. Patent constraints prohibit other companies from replicating the bolt pattern currently installed within the museum IAW this Statement of Work.
Specifications
The contractor shall provide an ETC Source 4WRD to the following specification:
• Retro-Fit shall be available in 2 (two color temperatures) 3000K w/80 CRI and 5300- 5600K w/90 CRI Daylight
• Unit shall be a white light high intensity LED illuminator and a direct fit to the Source four Ellipsoidal spotlight.
• Unit shall be controlled via DMX-512 and line voltage dimming capabilities.
• Unit shall be RDM compliant from suitable theatrical control consoles.
• Unit shall be equipped with a Two (2) button user interface.
• Unit shall be equipped with a 7 segment display
• Unit shall be equipped with wire power leads and 2 P&G theatrical pin connector.
• LED Emitters shall be rated for an estimated 60,000 hour LED life to 70% intensity

D22 Studio HD Daylight LED Fixture
The NMUSAF requires an ETC D22 Studio HD Daylight LED fixture or exact equivalent to replace the existing incandescent fixtures that are compatible with the ETC EOS family of consoles currently installed within the museum IAW this Statement of Work.
Specification
• Must be a quality Studio (Daylight) Light Emitting Diode (LED) Wash Fixture.
• Must have a combination of warm white and cool white LED for variable color temperature mixing. In addition chosen colors from the Selador x 7 color system to fill in the white LED spectral gaps.
• Fixtures be black powder coated finish.
• Fixture to be contained in a rugged (All Metal) die cast housing.
• Power supply, cooling and electronics are to be integral to each fixture.
• Theatrical style hanging yoke with 5 ft. Edison Type AC lead.
• Fixture housing shall provide two (2) easy access slots for secondary lenses and other accessories.
• Fixture shall utilize Advanced Thermal Management Systems to maintain LED life.
• Fixture to contain a minimum of 60 emitters and be rated for a nominal 50,000 hour
LED life to 70% intensity (L-70 rating)
• Fixture will offer a 5 year warranty on parts and workmanship.
• Fixture will offer a 10 year warranty on the LED array and utilize 15 bit nonlinear scaling techniques for high-resolution dimming.
• Fixture will be of United States Institute of Theatrical Technology (USITT) DMX-
512 standards.
• Fixture will be compatible with ETC EOS control console currently installed in the museum for the RDM, also be compliant with ANSI RDM E1.20 standard. All fixture functions shall be accessible via RDM protocol for modification thru console control.
• Fixture must have 5 pin XLR in and thru DMX connectors.
• Fixture will offer a standalone mode allowing for use without a control console.
• Fixture is to be a performance style fixture and contain “Flicker Free LED Emitters”.
• Each fixture is to be supplied with a set of 4 (four) linear interchangeable lenses:
Very Narrow (VN), Narrow (N), Medium (M), and Wide (W)

The NMUSAF requires an ETC D22 Lustr+ LED fixture or exact equivalent to replace the existing incandescent fixtures that are compatible with the ETC EOS family of consoles currently installed within the museum IAW this Statement of Work.
Specification
• Must be a quality Studio (Daylight) Light Emitting Diode (LED) Wash Fixture.
• 6 color plus wash fixture.
• Fixtures be black powder coated finish.
• Fixture to be contained in a rugged (All Metal) die cast housing.
• Power supply, cooling and electronics are to be integral to each fixture.
• Theatrical style hanging yoke with 5 ft. Edison Type AC lead.
• Fixture housing shall provide two (2) easy access slots for secondary lenses and other accessories.
• Fixture shall utilize Advanced Thermal Management Systems to maintain LED life.

D60 Studio Daylight LED Fixture Package
The NMUSAF requires an ETC LED fixture to replace the existing incandescent fixtures that are compatible with the ETC EOS family of consoles currently installed within the museum IAW this Statement of Work.
Specification
The contractor shall provide an ETC D60 LED fixture to the following specification:
Must be a quality Studio (Daylight) Light Emitting Diode (LED) Wash Fixture.
Fixtures be black powder coated finish.
Fixture to be contained in a rugged (All Metal) die cast housing.
Power supply, cooling and electronics are to be integral to each fixture.
Theatrical style hanging yoke, 5 foot PowerCon AC Lead with 2P&G theatrical pin connector. Power input to fixture shall have a Nuetrik PowerCon input connector for daisy chaining fixtures from a power source.
Fixture housing shall provide two (2) easy access slots for secondary lenses and other accessories.
Fixture shall utilize Advanced Thermal Management Systems to maintain LED life.
Fixture to contain a minimum of 60 emitters and be rated for a nominal 50,000 hour LED life to 70% intensity (L-70 rating) Fixture will offer a 5 year warranty on parts and workmanship.
Fixture will offer a 10 year warranty on the LED array and utilize 15 bit nonlinear scaling techniques for high-resolution dimming.

The NMUSAF requires an ETC Desire 60 Studio Daylight Linear Diffusers package that are compatible with the ETC LED fixture IAW this Statement of Work.

The contractor shall provide an ETC D60 LED fixture to the following specification:

• Sensor 3 Dual 20A Relay Module
The NMUSAF requires an ETC Sensor 3 Dual 20A Relay Module to replace the defective relay modules that are compatible with the ETC EOS family of consoles currently installed within the museum IAW this Statement of Work.
Specifications The contractor shall provide an ETC Sensor 3 Dual 20A Relay Module to the following specification:
• ETC R-20 Relay Module (Power Only Module)
• Units must be a dual 20 amp module with a threshold trip factor of no more than 10%
+/- or equal to math of the maximum load potential of 2400 watts.
• Unit shall fit all current installed dimmer racks/be interchangeable and or compatible with ETC (Electronic Theatre Controls)
• Unit shall be compatible (TOTALLY) with Sensor, Sensor+ or Sensor 3 protocol within and thru-out entire Museum complex. All R-20 Modules are to be interchangeable in any dimmer rack anywhere within the complex.

Delivery
a. Delivery FOB within 60 days of contract award.
b. The Fixtures shall be delivered to:
2601 E Street, Area B, Bldg. 5, Door17 Wright- Patterson AFB, OH 45433
Delivery Procedures- Commercial Vehicles
All vehicles larger than a large pick-up truck are required to be inspected at the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box, and flatbed containing cargo
3. Tanker trucks
4. Box Trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
This inspection will be conducted at Gate 26A located off State Route 235. The following are exceptions to vehicles utilizing the CVDG:
1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.
3. Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre-clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on WPAFB.
4. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
Qualifying Country Products
All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS)
225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
Warranty
Manufacturer warranty shall be honored by contractor for all products delivered for this requirement.
