Commented [KC2]: So these airplanes are to be cleaned every 6 months? Are they different than the planes in appendix F?
Also, for these 6 months cleaning, do you have a restriction when they can clean it? Night time, weekend…..so it won’t interfere with day to day operation of the museum?
Commented [KC3]: If it’s under appendix F. Why are you listing all the planes here?
Commented [KC4]: So these airplanes are to be cleaned every 6 months? Are they different than the planes in appendix F?

Formatted: Font: Bold
Formatted: Font: Bold
Commented [KC5]: Maybe replace with “are not contractor’s responsibility under this contract for cleaning”
Commented [KC6]: I’m assuming you have maps that indicate this area clearly? With total SF? Every time you’re asking the contractor to do something different than “regular” cleaning , you’d need to clearly identify the workload (SF of the areas) so they can estimate accurately.
Commented [KC7]: Do they need to turn off power to do this work?

Commented [KC8]: These schedule very hard to keep up as you’re putting on paragraphs like this. I’d suggest put them on excel of the appendix with buildings on left column, and cleaning frequency on the right column
For cleaning 7 days a week except closings, how many times a day do they expect to clean? What’s the foot traffic here?
Are you assuming to have janitors attend the restroom just like the airport? So much guess work here and if I’m the contractor, I don’t even know how to bid on this…..

2. SERVICE SUMMARY (SS):
The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the first initial 30 days of the contract, two additional errors on each task shall be allowed in an effort to identify normal phase-in problems, except for any periodic cleaning service.

2.3. Performance Assessment.
2.3.1. Periodic Surveillances. This method requires the COR to employ a “spot check” style of evaluation based on the contractor’s incorporated Cleaning Frequency Schedule (CFS, PWS paragraph 4.18). Periodic surveillances will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends. The CFS or modified version thereof shall be used for COR scheduled inspections and results documentation.
2.3.1.1. Any unacceptable inspection (defect) result shall be recorded, and the contractor shall re-perform the service within 2 hours after notification.
2.3.1.2. Exceeding the performance threshold (defect) for any of these performance objectives in any one month period shall result in a warning or letter of concern from the Contracting Officer.
2.3.1.3. Exceeding the performance threshold (defect) of these performance objectives, in any combination for any two, or more consecutive or non-consecutive months during a contract period shall constitute an immediate Progress Meeting with the Multi-functional Team. All remedies shall be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance.
2.3.2. Customer Complaints. The COR will receive and investigate complaints. The COR shall be responsible for initially validating customer complaints. The Contracting Officer shall make final determination of the validity of customer complaint(s) in cases of disagreement with the COR and the contractor. Validated customer complaints shall be re-performed within 2 hours of notification.
2.3.3. 100% Inspection. When 100% inspection is used, all articles will be inspected each time the task is performed to ensure compliance. The results will be recorded on the inspection record.
Valid defects should be forwarded to the contractor for his corrective action. When the contractor documents the corrective action proposed to prevent future defects, the COR will evaluate the proposed corrective action and forward the information to the CO for their records.
2.4. Periodic Quarterly Progress Meetings. The Contracting Officer, Functional Commander, COR, other government personnel as appropriate, and the contractor shall periodically meet to discuss the contractor’s performance. The following issues shall be discussed; opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and valid customer complaints against each performance objective observed and steps taken by the contractor to prevent occurrences in the future. The contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends.
2.4.1. The minutes of these meetings will be written, signed by the Contracting Officer and any other signatures as deemed appropriate, distributed to the functional area and the contractor.
Should the contractor not concur with the minutes, the contractor will provide a written notification to the Contracting Officer identifying areas of non-concurrence for resolution.

Commented [KC9]: Is this a typo?
Commented [KC10]: I don’t understand this table. Are you saying the contractor can only clean between 06:00 and 09:30?
If so, it’s a bit contradicting with the LoS you’re asking for continuous cleaning to keep the restroom cleaned all the time……
