Department of the Air Force: Justification for Other Than Full and Open Competition

This document is a Justification for Other Than Full and Open Competition (CUI) issued by the Department of the Air Force for a contract modification related to construction services at Wright-Patterson Air Force Base in Ohio.

The Air Force Life Cycle Management Center (AFLCMC) is extending the Period of Performance (PoP) and increasing the ceiling on twelve existing Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contracts (MACC). The incumbent contractors receiving the extension are: PCI - Megen Joint Venture LLC; CPM - AWA LLC; Peak Runge Company JV; John Cecil Construction LLC; Nisou LGC JV LLC; CAM Management LLC; Pontiac Drywall Systems Inc.; OAC Action Construction; Butt Construction Company, Inc.; A&H - Ambica JV LLC; Pinnacle Construction; and Dawn Construction, Inc. The modification adds one one-year period (May 1, 2026 – April 31, 2027) and two six-month option periods to prevent service lapses while a new competitive MACC is procured. The contract ceiling is increasing by $95 million, from $247 million to $342 million. Services required encompass design-bid-build construction, design/build construction, maintenance, alterations, repairs, and demolition work across diverse facilities at Wright-Patterson AFB, including research and development, hospital, secure areas, airfields, and administrative buildings. The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, asserting that only these incumbent contractors can provide continuous, uninterrupted support during the bridge period. A new competitive Request for Proposals is targeted for release in June 2026, with an award date targeted for February 2027.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Control Number: FA860119RA043 Air Force Life Cycle Management Center (AFLCMC) Civil Engineering Contract Support Branch

AFLCMC/PZICB

2000 Allbrook Dr, Bldg 2 Wright-Patterson AFB OH 45433-5344

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This document approves the award of a Period of Performance (PoP) extension and ceiling increase modification, on the base-wide Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) being awarded to PCI

- Megen Joint Venture (JV) LLC; CPM - AWA LLC; Peak Runge Company JV; John Cecil Construction LLC; Nisou LGC JV LLC;

CAM Management LLC; Pontiac Drywall Systems Inc.; OAC Action Construction; Butt Construction Company, Inc; A&H - Ambica JV LLC; Pinnacle Construction; and Dawn Construction, Inc. This justification is made on an Individual basis.

The original Period of Performance of the MACC contract included five, one year Ordering Periods starting on 28 October 2020 and running through 31 October 2025. There was a six month extension of services that was awarded to extend the PoP through 30 April 2026. The total ceiling for all 12 contracts is $247M.

This instant action is necessary to ensure the continuity of critical construction and maintenance services and prevent a lapse in service while the follow-on competitive MACC IDIQ procurement is completed. This effort will result in a modification to the 12 existing MACC IDIQ contracts to add one (1) one-year period and two (2) six-month option periods. The initial one-year period will commence on 01 May 2026 and run through 31 Apr 2027. The subsequent six-month options will only be exercised if the ongoing source selection is not completed prior to the expiration of the preceding performance period.

Furthermore, to maintain adequate project capacity, the contract ceiling must be increased by $95M, raising the total value from $247M to $342M.

Acquisition planning and market research for the follow-on MAC (27-31) is currently ongoing. The Request for Proposals (RFP) is targeted for release on or about Jun 2026. Following the evaluation of proposals, the targeted award date for the new competitive IDIQ is Feb 2027.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

The services required are for a broad range of design-bid-build construction, design/build construction, maintenance, additions, alterations, sustainment, energy efficiency, infrastructure, repair and demolition work on real property at Wright- Patterson AFB, OH. The scope, as detailed in the Statement of Work, includes providing all management, labor, materials, equipment, and supervision to accomplish multiple concurrent projects. These projects span a variety of facilities, including research and development, hospital, secure areas, airfields, flight lines, infrastructure, and administrative buildings. This PoP extension/ceiling increase for the twelve (12) incumbent MACC contractors will ensure these ongoing and emergent requirements continue to be met without interruption.

The following 12 incumbent contractors are the current holders of the base-wide MACC IDIQ and will receive the PoP extension and ceiling increase authorized by this justification: PCI - Megen Joint Venture (JV) LLC; CPM - AWA LLC; Peak Runge Company JV; John Cecil Construction LLC; Nisou LGC JV LLC; CAM Management LLC; Pontiac Drywall Systems Inc.;

OAC Action Construction; Butt Construction Company, Inc; A&H - Ambica JV LLC; Pinnacle Construction; and Dawn Construction, Inc.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

March 2026 CUI Page 3 of 4March 2026 CUI Page 3 of 4

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

Due to the schedule slips caused by multiple government shutdown induced furloughs, requirements development based on deficiencies of the existing MACC, inadequate manpower within both CE and PK due to Deferred Resignation Program (DRP) 1.0/2.0, and the Federal Hiring Freeze the Government requires a one-year extension and two (2) six-month option periods to be included in the 12 incumbent contracts to prevent a lapse in critical Department of War mission services. The 12 incumbent contractors are the only responsible sources capable of providing continuous, uninterrupted support during this bridge period. Transitioning to a new set of contractors for this short duration would result in an unacceptable delay in fulfilling the agency's requirements and a substantial duplication of cost to the Government that is not expected to be recovered through competition.

The one-year base period and two six-month options are required to facilitate the completion of the new Multiple Award Construction Contract (MACC) source selection. Civil Engineering (CE) anticipates an influx of Facilities Sustainment, Restoration, and Modernization (FSRM) funding, warranting an increased contract ceiling. Additionally, a 7-to-10-year Period of Performance (PoP) for the follow-on MACC is under evaluation. Due to the increased ceiling and extended PoP, more extensive reviews and higher-level clearance authorities are expected for the award.

While acquisition planning for a new, long-term MACC IDIQ is underway, a PoP extension and ceiling increase for the 12 incumbent contractors are necessary to sustain critical operations. Sourcing this interim requirement to non-MACC vendors would cause compounded, unacceptable delays to essential infrastructure projects. First, conducting a complete, duplicative acquisition cycle including solicitation, technical evaluations, and award for a temporary requirement could take up to 18 months. Second, transitioning to new contractors introduces severe administrative delays for personnel security vetting and base access, effectively halting construction in highly secure WPAFB facilities. Finally, unlike the fully mobilized incumbents, new vendors lack critical site-specific knowledge of WPAFB's Base Design Standards, utility procedures, and flight line safety protocols. A new prime contractor would require several additional months and significant, unrecoverable costs to duplicate the incumbents' established staging areas and local subcontractor networks. Because a comprehensive source selection is already in progress, enduring these redundant procurement, security, and mobilization delays for a short-term interim period is highly impractical.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

As part of the ongoing MACC Source Selection, the Government conducted market research by posting a sources sought to determine if outside firms could fulfill the construction requirements. This research included a review of existing Department of War contract vehicles such as the JBSA AF-Wide Construction IDIQ and discussions with the 88th Civil Engineer Group regarding base-specific operations. While these efforts confirmed that non-MACC contractors are technically capable of performing general construction work, they also determined that outside vendors cannot meet the installation's needs within the necessary time frame. As previously detailed, the unique security requirements and mobilization barriers at Wright-Patterson AFB render on-boarding new sources and awarding new contracts is unfeasible for a short-term interim period. This determination is based on compressed mission timelines and the specific contractor qualification requirements detailed in Paragraph V.

Importantly, this period of performance extension does not eliminate all competition. The current MACC structure consists of 12 highly capable firms that were originally selected through a full and open competitive process. The Government will continue to compete individual task order requirements among these 12 incumbents. This strategy ensures the Air Force

March 2026 CUI Page 4 of 4 continues to receive the benefits of price competition and technical innovation while avoiding the unacceptable mission risks associated with onboarding entirely new vendors for a temporary period. Market research confirms that maintaining this established pool is the only viable method to ensure continuity of support for the over 110 tenant organizations on base while preserving a competitive environment.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

A lapse in MACC support would halt essential construction services at a large, complex installation supporting over 110 tenant organizations with diverse missions, many directly supporting the warfighter, including, but not limited to: Air Force Research Laboratories (AFRL), Air Force Life Cycle Management Center (AFLCMC), National Air and Space Intelligence Center (NASIC), Air Force Materiel Command (AFMC), 445th Air Base Wing (ABW), Air Force Institute of Technology (AFIT), National Museum of the United States Air Force (NMUSAF) as well as the 88th ABW's facilities required to operate the base. This PoP extension/ceiling increase is the only viable method to ensure continuity of these essential services while the Government completes its due diligence in awarding the new competitive MACC IDIQ.

Without this extension and ceiling increase, the team would be required to either solicit individual contracts for each of the ongoing projects, which would be costly, time-consuming, and not able to be awarded in a manner to support the requirements, or turn to other agencies such as Air Force Civil Engineer Center (AFCEC) or U.S. Army Corps of Engineers (USACE) to award contracts. Awarding via these other agencies would also require additional funding and time, making it hard to effectively support the mission of all 110 tenants on WPAFB.

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

The agency is actively taking definitive action to overcome barriers to competition by developing a new, long-term competitive MACC IDIQ. Acquisition planning and market research are currently ongoing. To maximize future competition, a Sources Sought was posted on 10 Jun 2025. The Request for Proposals (RFP) is targeted for release on or about Jun 2026.

Following the evaluation of proposals, the targeted award date for the new competitive IDIQ is Feb 2027.

This justification is solely for a PoP extension to ensure the continuity of critical base services while this comprehensive competitive acquisition cycle is completed. The requested extension structure (a one-year period followed by two (2) six-month options) is specifically designed to cover the estimated award date while providing a necessary buffer to mitigate the risk of unforeseen source selection delays, pre-award or post-award protests, and transition periods.
