STATEMENT OF WORK
FOR HATCHERY FISH STOCKING
26 February 2019
1. DESCRIPTION OF SUPPLIES. The contractor shall provide hatchery-reared rainbow trout, channel catfish, and/or hybrid bluegill to the 3 recreational fishing lakes on Wright Patterson Air Force Base (WPAFB).
1.1 PROVIDE HATCHERY FISH FOR STOCKING. The contractor shall deliver live, healthy, disease negative, rainbow trout (Oncorhynchus mykiss), channel catfish (ctalurus punctatus), and/or hybrid bluegill (Lepomis cyanellus x Lepomis machrochirus) to the three recreational fishing lakes on WPAFB.
Trout shall be supplied approximately twice annually, per the delivery schedule located in section 3.4 of this SOW. Catfish and Bluegill may be purchased for delivery, per the perspective delivery schedule for each located in section 3.4 of this SOW, depending upon availability funds.
1.2. SUMMARY OF SUPPLIES
1.2.1 Delivery of live, healthy, disease negative, rainbow trout weighing a minimum of ¾ pound and a maximum of 2 pounds to be divided between Bass and Gravel Lakes on WPAFB. Deliveries will occur in March and November. Requirements for each delivery will be determined by the government and will range from a minimum of 300 pounds to maximum of 500 pounds (totaling 600-1000 pounds annually). Delivery is FOB destination.
1.2.2 Delivery of live, healthy, disease negative, channel catfish weighing a minimum of 1.5 pounds and a maximum of 5 pounds to be delivered to Twin Lake on WPAFB. Delivery will occur in June if needed. Requirements for the delivery will be determined by the government and will range from a minimum of 500 pounds to maximum of 800 pounds. Delivery is FOB destination.
1.2.3 Delivery of live, healthy, disease negative, 2-4 inch hybrid bluegill to be divided between Bass and Twin Lakes on WPAFB. Delivery will occur in June if needed. Requirements for the delivery will be determined by the government and will range from a minimum of 400 pounds to maximum of 800 pounds. Delivery is FOB destination.
2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. None.
3. GENERAL INFORMATION.
3.1 QUALITY CONTROL. The contractor shall develop a quality control program to ensure that hatchery-reared fish are provided in accordance with the requirements of the contract. The contractor shall develop and implement procedures to identify and prevent defective services and ensure a non-reoccurrence of any defective services. At a minimum, the contractor shall develop quality control procedures addressing the requirements in Paragraphs 1.1 and 1.2.
3.2 QUALITY ASSURANCE. The Government will evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure that services are received. The Government representative(s) will evaluate the contractor’s performance through on-site inspections at the time of delivery. The contractor shall provide a copy of the Fish Health Inspection Report from the hatchery of origin to the Government representative(s) prior to placing any fish in the lakes. The Government representative(s) shall visually monitor the length and/or number of fish for conformance with the SOW. The Government representative(s) shall also monitor the quantity (pounds) of fish provided by the contractor by estimating the weight of dip nets used to transfer the fish from the delivery truck to the lakes. Sample fish counts and measurements may be conducted on a random basis, and an entire delivery may be weighed with a scale to verify that the quantity conforms to the contract.
3.3 HOURS OF OPERATION. Deliveries shall be scheduled for normal business hours (Monday-Friday, 7am to 4pm) and coordinated with the WPAFB Natural Resources office at (937)257-4857 or (937)257-8555.
