Custom light cases to house and transport Chauvet lighting system

The United States Air Force Band of Flight (AFBF) has a requirement for ten custom road cases to house and transport a new Chauvet lighting system. Calzone Cases are able to meet the needs of the AFBF. The exterior of Calzone Fixture Cases are made from 3/8 inch plywood using patented double angle construction, all steel hardware and split steel rivets. The interior of Calzone Cases are made from1/2 inch ethafoam lining and each foam compartment is custom cut based on the dimensions of each specific light including accessory slots for cables. The AFBF has been using the same Calzone cases for over ten years and have a proven track record of durability and dependability. Other brands of cases that have been used by AFBF in the past, break down and wear out within a couple of years and to replace them so frequently is a considerable cost. As part of their mission, AFBF is required to store and transport equipment from venue to venue and secure transport of the equipment is a top priority.

Section D: Efforts to Obtain Competition

Market Research has been completed to determine if the requirement for the light cases could be met by companies other than Calzone Case LTD. Five additional companies were found that provide some variation of the cases to house and transport the lighting system and while the other companies manufacture, produce and distribute road cases, they are not able to fully meet the requirement and cannot be modified to meet the requirement due to the necessity of custom foam cut outs and inserts.

Based on this requirement, Calzone LTD is the only company that can provide the cases to include custom foam cut outs and inserts to house and safely transport the Chauvet Lighting system based on the specific dimensions of each light and piece of equipment.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The USAF Band of Flight will always seek companies that fulfill requirements in the most economical and safest way. In the future, if a requirement for additional custom light cases is necessary, Market Research will be conducted again in an attempt to determine if competition is available.

Statement of Work Air Force Band of Flight

Custom Light Cases for Chauvet Lighting System 23 August 2018

OBJECTIVE:

The Air Force Band of Flight requires custom road cases to house and transport a LED lighting system.

The contractor shall provide the following:

10 Custom Light Cases for Chauvet Lighting System:

(2) 3/8” ply custom cases w/accessory slot, stacking wells & locking casters to store & transport (8) Chauvet Slim Par PROQZ12 LED Lights

(3) 3/8” ply custom cases w/accessory slot, foam inserts to hold lights, stacking wells, & and locking casters to store & transport (2) Chauvet Intimidator spot 375Z IRC LED moving head lights

(1) 3/8” ply custom case w/accessory slot & locking casters to store & transport (2) Chauvet LED Followspot 120ST

(2) 3/8” ply custom case w/accessory compartment, stacking wells, & locking casters to store & transport (1) Chauvet 4 Bar Tri USB case & (1) Chauvet Gigbar 2 case

(1) 3/8” ply custom case w/accessory slot & locking casters to store & transport (2) Chauvet Hurricane Haze 4D & (2) gallons of Haze Fluid

(1) 3/8” ply custom case w/lift out tray, accessory compartment, & locking casters to store & transport (12) DMX interfaces, (50) DMX cables, rack units, & USB keys

Delivery date is 4 weeks after contract award and shall be restricted to normal operating hours Monday thru Friday, 1000-1630.

DELIVERY PROCEDURES COMMERCIAL VEHICLES:

All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box, and flatbed containing cargo

3. Tanker trucks

4. Box Trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker

This inspection will be conducted at Gate 16A located off State Route 444.

The following are exceptions to vehicles utilizing the CVDG:

1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

3. Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre-clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on WPAFB.

4. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
