PERFORMANCE WORK STATEMENT
FOR THE
SERVICE AND REPAIR OF
SPTS UEtch HF Gas Etching System
AT THE
AIR FORCE INSTITUTE OF TECHNOLOGY
WRIGHT-PATTERSON AFB, OH
17 May 2018
I. PURPOSE AND SCOPE:
1.1. Purpose. This is a requirement for onsite service and repair of the Air Force Institute of Technology’s SPTSD UEtch HF gas Etching system. This SPTS UEtch HF etching system is located in the AFIT Cleanroom Building 644 Area B at Wright-
Patterson AFB, OH. At this present time the UEtch does not work. The UEtch will need part upgrades and onsite repair/upgrade support.

1.2. Scope. This service call will involve the field engineer(s) to travel to AFIT and troubleshoot, evaluate, and repair the UEtch HF system. The SPTS manufactured the
UEtch and has the proprietary technical training, hardware components and software that are required to repair it. No other vender can obtain the proprietary materials to return the equipment to full operating condition.
II. SERVICE DELIVERY SUMMARY:
The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

III. GOVERNMENT FURNISHED ITEMS:
3.1. AFIT will make available to the contractor all existing equipment accessories, history of failures, and information on general usage of the SPTS UEtch HF system to assist the vendor in troubleshooting and repair of the equipment item.
IV. GENERAL INFORMATION:
4.1. Quality Assurance. The AFIT Laboratory Chief & ENG Lab Technicians will evaluate the SPTS technician’s performance under this contract by monitoring their work in the laboratory during troubleshooting and repair of the system. AFIT technicians will then run sample testing to ensure the system is operational prior to the contractor departure. All discrepancies identified by the ENG Laboratory Chief & Lab Technicians will be documented; surveillance of tasks will be performed according to standard inspection procedures or other contract provisions. Any action taken by the contracting officer as a result of surveillance will be according to the terms of this contract.
4.2. Performance Evaluation Meetings. The contractor may request a meeting with the
ENG Lab Chief to discuss repair or further evaluation of the SPTS UEtch HF etching system.
4.3. Physical Security. The contractor shall be responsible for safeguarding all government property provided for contractor use. The ENG assigned technician will be responsible for monitoring the contractor at all times while they are in AFIT.
4.4. English Language Requirement. Contractor personnel engaged in performance of this contract shall read, understand, speak, and write English proficiently to be able to communicate with the ENG Lab Chief and Technical staff during periodic unscheduled monitoring or when ever communications is required by both parties.
V. PERIOD OF PERFORMANCE:
5.1. The period of performance for this task order is 3 months beginning on the award date.
5.2. Work will be accomplished primarily at the AFIT Building 644, Cleanroom laboratory, 2950 Hobson Way, Wright-Patterson AFB, OH 45433-7765.
