PERFORMANCE WORK STATEMENT
CORONA HERALDIC DINNER & GRAY EAGLE AWARD PRESENTATION
16 May 2018
1. DESCRIPTION OF SERVICES: The contractor shall provide, maintain, and operate a high quality, highly reliable, wireless UHF voice augmentation and sound reinforcement system for the Corona Top Heraldic Dinner event.
a. Background: Corona Top is the annual summit meeting of all the senior Air Force leadership.
Chief of Staff Commanders’ meetings have been hosted since General Arnold hosted a 3 and 4-star meeting at Maxwell AFB in 1944; during the 1970’s AF historians determined these meetings “CORONA” after General LeMay’s dinner in 1961. The Heraldic dinner and Gray Eagle award presentation has become a time honored tradition. It is a formal event and contractor personnel shall dress for a “Black Tie” event.
b. Purpose: Corona Top is hosted by the Chief of Staff of the Air Force and is an opportunity for
CSAF to mentor, challenge, motivate and lay out the future of the Air Force with the highest levels of AF senior leadership.
c. The Corona Top 2018 event this year will be held on the evening of 13 June 2018 at the
National Museum of the Air Force, located at Wright-Patterson AFB, Ohio (WPAFB).
2. APPLICABLE DOCUMENTS: None.
3. REQUIREMENTS: The work required of the contractor shall be performed in accordance with this Performance Work Statement.
a. General:
1. The contractor shall provide, at a minimum, forty five (45) wireless microphones the sound augmentation system, and all support equipment necessary to equalize, operate, maintain, monitor, adjust, and integrate into a complete audio package to support a 100’ dining table and guest speakers at podiums.
2. The contractor shall ensure that the audio system remains distortion and feedback free the entire evening with all microphones “on” continuously, allowing the attendees to simply talk with no additional action required on their part. Due to the frequency limitations, the contractor must ensure that some microphones are programmed to non-standard UHF frequencies.
3. The contractor shall ensure each microphone has sufficient battery life for continuous operation the entire evening.
4. The contractor shall provide 3 wireless transmitters/receivers to enable
2-way communication to occur privately between the representative in the Conference area, the serving staff and the representative located in the Restoration Hangar.
5. The contractor shall operate and maintain all equipment throughout the evening of the event discreetly as not to be seen or heard by the attendees. Entrance into the dining arena will only be permitted if escorted by a designated member of the Air Force Materiel Command (AFMC) staff.
6. All equipment must be professional-grade. Consumer-grade equipment is not acceptable for this event.
b. Equipment Set-Up: The event will run from 5:00 p.m. through 11:00 p.m. on Wednesday, 13 June 2018. Equipment shall be set up, the day prior of the event starting after 2:00 p.m., be operationally tested, and ready for operation not later than 4:00 p.m. on the day of the event. Contractor shall furnish all labor, cables, equipment, and parts necessary to complete set up.
c. Event Operations Experience: The contractor must have provided audio equipment, set-up, on-site technical assistance and support for at least three (3) senior executive functions involving Fortune 100 C-level executives or formal military functions involving senior top-level Department of Defense personnel.
Contractor must pass a thorough background investigation conducted by the Base Security Forces. The contractor shall provide a knowledgeable crew consisting of at least one senior audio engineer and a minimum of one audio technician as required to monitor, adjust and maintained the audio system to ensure trouble free, feedback free, operation for the course of the event. Contractor personnel on site shall dress in business attire (dark colors) for the event.
d. Equipment Tear Down: Tear down shall be accomplished at the conclusion of the event. The contractor will provide all labor necessary to accomplish tear down and pack up of equipment and vacate the venue not later than 6:00 a.m. the following morning (14 June 2018).
e. Mandatory Background Check/Security Requirements: All contractor personnel supporting the event will be required to undergo a thorough security background check to ensure supporting personnel meet the required clearance of the National Agency Check (NAC) in accordance with the Base Security Forces and the Office of Special Investigations at WPAFB. To enable the security checks to be conducted in a timely manner, the contractor shall submit the following information with its proposal for each of your employees supporting the event.

Any contractor that has not submitted the required security information and does not pass the security check shall not be eligible for contract award.
4. OPSEC: OPSEC requirements are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. The contractor shall apply OPSEC in their contractual duties in accordance with Program IAW AFI 10-701 Operations Security and the 88th Air Base Wing OPSEC Plan.
5. DELIVERY PROCEDURES COMMERCIAL VEHICLES:
a. All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box and flat-bed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
b. This inspection will be conducted at Gate 16A located off State Route 444. The following are exemptions to vehicles utilizing the CVDG:
1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
c. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
