Vendor Questions:
Are there any guidelines for wage determination? i.e. the minimum wage for a Driver Courier in Montgomery, Miami, and Greene counties is currently $17.02/hour. Is that the accepted rate? Are there any requirements for fringe benefits?
Please refer to Attachment 2 in solicitation # FA8601-17-R-0075 for all wage guidelines and exemptions.
What will be the standard load size for these deliveries?
Solicitation # FA8601-17-R-0075 states:
- Packages include laboratory specimens, donor blood units, and laboratory reagents from local hospitals.
While researching addresses, I noticed that Compunet Clinical Laboratories had multiple locations in Dayton. Which address will we be required to deliver to?
For Proposal purposes, we are requesting that you provide a price for deliveries based upon mileage from the Wright-Patterson Medical Center. Solicitation # FA8601-17-R-0075 states:
- The contractor will deliver to and/or pick up specimens/packages at other medical or laboratory facilities to include local areas of Dayton, Cincinnati, and Columbus. Deliveries and/or pickups could be for remote locations not listed in the Performance Work Statement
(and attached Price List).
What specific supplies/equipment will be required for transport? i.e. containers? (with size dimensions) Handtruck? Ice and/or dry ice?
Solicitation # FA8601-17-R-0075 states:
Shipment of packages shall comply with, at a minimum, the following federal regulations for transporting laboratory specimens and donor blood units.
- U.S. Department of Transportation: Class 6 Division 6.2 and Class 9
- Title 49 Transportation of the Code of Federal Regulations Parts 100-185
- Hazardous Materials Transportation Uniform Safety Act.
If selected for award, further communication would take place to inform companies if any special equipment will be required for transport.
Will the couriers be required to have an Ohio driver’s license? Are there any other state required compliance concerns?
- The couriers should abide by all public state driving laws, and as stated in Solicitation #
FA8601-17-R-0075:
o Shipment of packages shall comply with, at a minimum, the following federal regulations for transporting laboratory specimens and donor blood units.
- U.S. Department of Transportation: Class 6 Division 6.2 and Class 9
- Title 49 Transportation of the Code of Federal Regulations Parts 100-
- Hazardous Materials Transportation Uniform Safety Act.
Will uniforms be required?
- There is no requirement by Wright-Patterson Air Force Base that a specific uniform be worn.
When and how often should invoices be submitted?
- Services will only be requested on an as needed basis therefore, there will be no regular schedule of invoices submitted. They should be submitted in a timely manner after request of services.
Per the attached price sheet, the average monthly qty and the average yearly qty under usage for deliveries to Community Blood Center are both listed as “1.” Will there be one delivery per month or for the whole year?
- The usage numbers on the price list are purely estimates used by the Government for evaluation of Proposals and as a result the amounts per month and per year may vary from the quantities listed. For Proposal purposes we only require that you complete the two columns under the “Price per Service” header titled “Routine” and “STAT”
I have another question regarding this solicitation. Will our drivers be required to work holidays (as needed) as part of the 24/7 requirement?
- Since the service will be requested on an as needed basis, deliveries may or may not need to be made on holidays I can't reasonably anticipate one way or another. I can say that Wright
Patterson Medical Center will be open on all holidays whether fully staffed or with a skeleton crew.
