STATEMENT OF WORK

FOR

NATIONAL MUSEUM OF THE UNITED STATES AIR FORCE (NMUSAF)

TITAN IV MOVE

WRIGHT-PATTERSON AFB, OHI

1. SCOPE OF WORK. The contractor shall furnish all labor, supervision, engineering efforts, equipment, tools, materials, and other items and services to move, rotate, and lift the inert Titan IV Stage One Core Vehicle and 2 Solid Rocket Motor Upgrades (SRMUs), here after called Titan IV, IAW statement of work and industry standards. The contractor shall place the Titan IV sections on the existing display stand within the time frame specified in this statement of work in a safe and sound manner.

1.1. The work shall consist of moving, rotating, and lifting the following:

1.1.1. Two (2) SRMUs that are 10.5 feet in diameter, 112 feet long, and weighs approximately 75,000 pounds.

1.1.12. One (1) Stage One Core Vehicle that is 10 feet in diameter, 86.5 feet long, and weighs approximately 18,000 pounds.

1.1.2. Two (2) SRMUs that are 10.5 feet in diameter, 112 feet long, and weigh approximately 75,000 pounds.

1.21.3. Each of the three (3) pieces of the Titan IV shall be positioned sequentially by the NMUSAF in the Titan staging area (Facility 20497) on an as needed basis as coordinated between the contractor and the Government in accordance with the approved project plan. (sSee Appendix A).

2. Facility AccessFACILITY ACCESS. The contractor shall have access to the NMUSAF’s 4th Building (Facility 20497), and a work area thereein, no earlier than 4 Februurary 2016. The Titan IV shall be installed in the 4th Building by the contractor and the project completed before by 31 March 2016. Once the project plan is approved and the lift work has commenced, contractor shall complete performance within ten (10) calendar days.

2.1. Ten (10) calendar days prior to assembly, the contractor shall submit to the Government for approval a detailed project plan including the following:

2.12.1. An engineer certified lift plan including type and quantity of cranes, rigging and manpower to be used.

2.12.2. Equipment and method used to rotate Titan IV sections.

2.12.3. Lift schedule.

2.2. The contractor shall plan and coordinate work activity with the Contracting Officer (CO) or designated Contracting Officer Rrepresentative (COR) after submission of the project plan and prior to commencement of the lifts of the Titan IV. Planning and coordination of work activity with the CO or designated representativeCOR will be a requirement during the course of performance of this contract. The contractor shall have working access to the NMUSAF facilities from 7:00 a.m. – 5:00 p.m., Monday – Friday when the NMUSAF is open.

Weekend and holiday access is not normally available, and shall be subject to the contractor obtaining prior coordination and approval from the NMUSAF, through the CO or COR. The paved tow path to 4th Building west hangar door will be available for use by the Contractor subject to prior coordination with NMUSAF POC, through the CO or COR..

3. Coordination and Movement.COORDINATION AND MOVEMENT. The contractor shall address in the project plan all aspects of the project, including but not limited to, personnel, project schedules, installation sequencing, safety, and rigging for the Titan IV lift. The contractor shall coordinate the lift of Titan IV with the NMUSAF POC to avoid delays in project completion and to coordinate the attachment of the Titan IV sections.

3.1. The lift shall consist of three pieces or sections: one (1) Stage One Core Vehicle and two (2) SRMUs and one stage one core vehicle. The planned exhibit will be arranged with SRMUs on either side of the Sstage Oone Ccore Vvehicle. (sSee Attachment Appendix A, Drawing of the Planned Exhibit). A Titan IV stand which contains three cradles shall be in place within the 4th Building., Ewhich contains three cradles that each of the three (3) Titan IV pieces will be placed upon horizontally upon a cradle. ( sSee Attachment Appendix B, Drawing of the Titan IV stand).

EachThe SRMUs each contains the ball portion of a ball and socket joint., Tthe Stage One Ccore Vvehicle contains the socket poorotions. (sSee Attachment Appendix C, Photos of the ball and socket joint that will connect each piece). During the lift activity, the contractor shall use an approach that will provide for the final placement of each piece onto the cradles of the Titan IV stand so that the ball on each SMRU is fitted into the corresponding sockets on each side of the Stage One Ccore Vvehicle in a plumb position, without damaging the Titan IV stand. The contractor is required to ensure that each ball and socket is properly aligned to the satisfaction of the Government, so that the NMUSAF can bolt the pieces together without any further movement required. BThis bolting together the Stage One Core Vehicle to the SMRUs will be performed by the NMUSAF. The cradles for the SRMUs and the core vehicle are approximately 13 feet above floor level. The centerline between the SRMUs and the Core Vehicle stages is 11 feet 1 inch.

4. FINAL INSPECTION, APPROVAL, AND DOCUMENTATION. Final Inspection, Approval, and Documentation. A walk-through final inspection shall be performed by the contractor, CO or COR, and other NMUSAF representatives before final approval of the work. All data shall be delivered in accordance with the Contract Data Requirements List (CDRLs) made part of the contract as Exhibit(see Exhibit 1).

5. EXTERIOR/INTERIOR PROTECTION. Exterior/Interior Protection. The contractor shall protect against and/or avoid damage to all landscaping, existing vegetation, structures, equipment, utilities, exhibits, artifacts, and improvements in and around the work area. The contractor shall be responsible for repair of any damages to the site resulting from services. The contractor shall perform a walk-through with the NMUSAF POC before services occur and identify any existing damage/conditions to eliminate responsibility.

6. Clean-upCLEAN-UP. The contractor shall remove all contractor-generated waste in work area(s) and dispose of it in accordance with applicable laws and regulations. The contractor shall not use government dumpsters for disposal and is responsible for transporting all waste off of Wright-Patterson AFB.

7. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT AND SERVICES.

7.1. The Government will not provide the use of Government equipment, material, or property during the performance of this service. However, the Government will provide base support services in the form of utilities (electricity and water) in the performance of this service in Building 20497, without cost to the contractor.
