STATEMENT OF WORK

Solid Runway Deicer

REQUIRED DELIVERY / PERFORMANCE SCHEDULE:

THE CONTRACTOR SHALL DELIVER SUPPLIES TO THE GOVERNMENT

AND OR PERFORM THE SERVICES CALLED FOR HEREUNDER AS

FOLLOWS

SPECIFICATIONS:

Compound, Solid Deicing/Anti-icing, Runways and Taxiways 97% Anhydrous Sodium Acetate Base-in addition to requirements set by AMS 1431 A full copy of the latest revision of the AMS 1431 specifications can be found at SAE www.sae.org

Specifications cover an anhydrous sodium acetate based deicing/anti-icing solid meeting FAA-approved specification SAE AMS 1431 (“The Product”).

1.1 The Product shall be anhydrous sodium acetate and contain no more than 1% corrosion inhibitors.

1.2 The vendor shall provide a copy of independent laboratory certification of The Product to AMS 1431 certification and shall be dated within 36-months of the bid submittal.

1.3 The Product shall be spherical in shape.

1.4 The vendor shall provide comprehensive technical information covering at minimum: The Product’s environmental impact, MSDS, handling, storage and application guidelines with the bid submittal.

1.5 The vendor shall provide chemical toxicity testing for The Product. The report shall be from an independent party and meet the requirements of EPA Method 40 Code of Federal Regulations (CFR) Part 797.1300 and 797.1400. The results shall be reported and show an LC50 of greater than 1000 mg/L for the species tested.

1.6 The vendor shall report The Product’s biological oxygen demand and toxicity with the bid submittal.

1.7 The vendor shall provide comprehensive on-site training to personnel. The training will include a general overview to include application rates and usage guidelines.

2. DELIVERY: The Contractor shall deliver supplies to the Government as follows:

2.1 PLACE OF DELIVERY: The contractor shall deliver solid deicer to 30247, Wright-Patterson AFB, Ohio 45433.

2.2 TIME OF DELIVERY: Delivery for each call shall be set up for the time and place agreed upon at the time of the call by authorized personnel. Delivery shall be started within forty-eight (48) hours after placement of call and completed within 7 days. After the call is placed the Contractor shall deliver to the assigned location as instructed.

2.3 HOURS OF DELIVERY: Deliveries will be between 0715-1600 hours, unless otherwise specified by the Government due to emergency requirements, Monday thru Friday.

2.4 ADVERSE WEATHER CONDITIONS: If adverse weather conditions preclude delivery at the agreed time, the contractor shall advise the authorized representative of the earliest possible time of delivery. In no event shall delivery be completed later than 7 days after placement of call.

2.5 EMERGENCY ORDERS: Emergency requirements shall be completely delivered within twenty-four (24) hours of notification, including holidays and weekends.

2.6 REFUSAL OF LOADS: Refusals of loads will be made by the 88ABW/CEOH representative who is designated to receive the material. Grounds for refusal include but are not limited to:

Contaminated chemical shipments, contaminated with anything other than that listed on the shipping label.

The contractor is responsible for transportation of refused material back to the shipper.

3 RECOGNIZED HOLIDAYS: The contractor is not required to provide supplies on the following days:

• New Year’s Day

• Martin Luther King Day

• President’s Day

• Memorial Day

• Independence Day

• Labor Day

• Columbus Day

• Veteran’s Day

• Thanksgiving Day

• Christmas Day
