Performance Work Statement
Maintenance Plan for Digitize Fire Alarm Monitoring Equipment for the Fire Department Located at
Wright-Patterson AFB, OH
22 March 2015
1. SCOPE:
1.1 The contractor shall provide maintenance and repair for the Digitize Fire Alarm
Monitoring System, based on the attached product listing, located in Fire Station 1, building, 10146 Area A; Fire Station 3, building, 20626 Area B, the Telephone Switch
Room, building 20015 Area B and the Security Forces Base Defense Operations Center
(BDOC) building 10295 Area A Wright-Patterson AFB, OH to include all parts, labor, and materials for maintenance and repair.

1.2 The contractor shall provide monthly and quarterly testing and required service on the
Digitize Alarm Monitoring System located at Wright Patterson Air Force Base, Ohio.
Testing shall be performed monthly on the Multiplex Supervisory Proprietary Fire Alarm
Monitoring System manufactured by Digitize. Testing shall be in accordance with
National Fire Protection Association requirements as described in the NFPA Pamphlet 72
Table 7-2.2 Table 17.
1.3 Testing shall consist of the following components:
1.3.1 Fire Station #1, building 10146 Area A; The Digitize System 3505 head end and touch screen remote enunciator and peripheral devices located in the dispatch room.
The Telephone Switch room in Building 20015 Area B; The remote Digitize 3505 and batteries.
Fire Station #3, building 20626 Area B; The remote Digitize 3505.
Security Forces BDOC building 10295 Area A; The remote Digitize 3505, batteries and the touch screen remote enunciator.
1.3.2 The primary power supply at all locations.
1.3.3 The secondary power supply at all locations if present.
1.3.4 The integrity of the phone lines from the Digitize equipment to the first set of punch down blocks.
1.3.5 The integrity of the primary and secondary network phone lines between both buildings.
1.4 The contractor shall check the Digitize 3505 receiver for proper operation and document findings, on a company form and report the findings to the Fire Department
Communications Supervisor (FDCS) prior to leaving the day of testing. If a malfunction is found, the contractor will repair it as soon as possible. All equipment malfunctions and wear out repairs will be covered by the contractor.
1.5 The contractor shall check the primary power for nominal voltage and amperage, and document findings, report the findings prior to leaving the day of testing to the FDCS, and repair all abnormalities that are not within the normal operating parameters. The standard will be in accordance with the manufacturer’s specifications.
1.6 The contractor shall check the batteries in the remote buildings for voltage after the primary power has been disconnected, and again after a load test using a battery. The standard will be in accordance with the manufacturer’s specifications. The contractor shall record all readings, and report the findings prior to leaving the day of testing to the
FDCS and repair any malfunctions.
1.7 The contractor shall test 32 zones at each location (Fire Station #1 and the Area B Switch
Building 20015) by shorting across the telephone lines at the punch block to test for alarm reception and remove one side of the bridge clip for trouble. The contractor shall test both communications paths for operational capabilities. All results shall be recorded.
All abnormal results shall be recorded. Contractor shall repair the equipment to the punch down block. Report abnormalities as soon as they are found for repair to lines past the punch down block to the FDCS.
1.8 The contractor shall carry a stock of spare parts to perform, test, and repair service. All spare parts shall be provided by the contractor.
1.9 Quality Control: The contractor shall develop; maintain and present a quality control program to the Wright Patterson AFB Alarms Supervisor for approval to ensure services are performed in accordance with commonly accepted commercial practices and services identified in the PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur.
1.10 There are shock hazards, noise hazards and tripping hazards involved with this type of work. Safety is of the most important issue during the testing and repairing phases.
1.11 The contractor can work during base exercises, local emergencies and increased threat conditions but, due to the travel distance and time, shall call the Fire Department
Communications Center @ 937-257-3033 prior to coming out to perform work.
1.12 The contractor must meet the following standards:
1. Training:
a. Vendors must list all Digitize System 3505 training and/or seminars completed with Digitize, Inc. within the last four years. Vendors are required to submit proof of completion of this training.
2. Response time:
a. Vendors are required to have a response time and be onsite at Wright-Patterson
Air Force Base within two hours of receiving a call.
