STATEMENT OF WORK

FOR

SUPPORT OF THE AIR FORCE SCIENCE AND ENGINEERING REGIONAL FAIR PROGRAM

1.0 The contractor shall prepare packages of materials to be shipped to recipients as defined by the government based on the current year’s requirements for Air Force participation in science and engineering fairs.

1.1 The contractor shall prepare one type of package for regional science fairs in the quantities the government specifies (approximately, but not to exceed more than 350 regional fairs). The government will specify these quantities and the required shipping dates in writing not less than 15 calendar days prior to the required shipping dates. The contractor shall prepare the packages with the exact contents specified below for each type of package. The government will furnish the package contents. The contractor shall assemble the presentation folders and contents in accordance with paragraph 2.0. The contractor shall provide all container and packaging materials, including but not limited to boxes, mailing labels, padding, plastic bag/wrapper and tape necessary for the packages to withstand normal shipping and handling without damage to the contents.
1.1.1 Contents for packages shipped to regional science fair schools.
1.1.1.1 Four award packages (each award package will include approximately three, but not limited to items such as: Victory Sport Bag, Sonic Sound Speaker, and Junior Tech Organizer). The award content will change from year to year. Approximate size H20’5” x W3.5 x L18”.
1.1.1.2Six award certificates (see item 2.1)
1.1.1.3 Four presentation folders (see item 2.2)
1.1.1.4 One instruction sheet for each fair package
1.1.1.5Secure content label on clear plastic wrapper on each award package (labels will be provided by the government).
1.2 Within seven days of contract award, the contractor shall inform the government of the appropriate receiving address to which government vendors shall ship government furnished materials for the contractor’s use in preparing the packages as required above. Items specified in paragraphs 1.1.1.1, 1.1.1.2, 1.1.1.3, 1.1.1.4, and 1.1.1.5 will be received by the contractor in this manner. The contractor will be mailed remainder of required government furnished materials if needed.
1.3 Prior to the shipping effort required by 3.0 below, and sufficiently early so as to provide ample time for the contractor to correct all errors discovered by the government, the contractor shall display to the government a fully assembled, but not sealed package representing the package described in paragraph 1.1.1.

2.0 The contractor shall assemble presentation folders and their contents as follows:

2.1 The top item inside the box should be a presentation folder that includes printed instructions and two extra award certificates.
2.2. For the four presentation folders, the contractor shall insert an award certificate in the middle of each folder, not under the vinyl.

3.0 The contractor shall ship the above defined packages (see paragraph 1.1.) not later than the dates specified by the government (currently projected to occur between 1 December and 30 April of each year. Sufficient manning is required within this period of time. The contractor shall use traceable shipping at the lowest available rate. The return address shall be to the contractor’s site. Packages should be tracked by fair number determined by the Government.

3.1 In the event of returned materials, the contractor shall determine the reason for the return and notify the government within two normal business days of receipt thereof. The contractor shall accomplish repeat shipments of these returned packages within seven calendar days of telephonic notification by the government of the appropriate address for each such package.
3.2 If notified by the government that a contractor package has not arrived at its destination, the contractor shall trace the shipment and assure its delivery. If the shipment is irrecoverable, the contractor shall notify the government within two normal business days. The government will provide replacement material at the earliest practical date. The contractor shall then repeat the shipment, with replacement material, within two normal business days of receiving the replacement.

4.0 The contractor shall establish, implement, maintain, and use a system for accurately accounting for all government furnished items specified by paragraphs 1.1.1.1, 1.1.1.2, 1.1.1.3, and 1.1.1.4. As a minimum, this system shall identify the following information:

4.1. Quantity and receipt date for each specific type of item by fair number.
4.2 Quantity and ship date for each specific type of item by fair number.
4.3 Quantity on hand (the quantity defined at paragraph 4.1 less the defined at paragraph 4.2) at the contractor’s site for each specific type of item.

5.0 In the event the government furnishes materials exceeding the quantity required to be shipped, the contractor shall store the excess materials in a manner preventing their loss or damage until required for subsequent shipments or the government requests their return. The contractor shall open returned packages and inventory and store the returned material in the same manner as other government-furnished material. Upon government request, the contractor shall return the excess materials to the address or addresses specified by the government. The contractor shall return these excess materials without damage not later than the dates specified by the government.

6.0 Within 10 calendar days of the dates specified herein, the contractor shall provide the government a written report summarizing activity to date as of 1 January, 1 February, 1 March, 1 April and 1 May. Each report shall include, but not limited to the following information:

6.1 An itemized accounting receipt, shipping, and inventory of government furnished materials as defined at paragraph 4.
6.2 Contractor’s progress in satisfying the requirement of this Statement of Work.
6.3 Significant problems or issues encountered which require government resolution.
6.4 If contractor selected is located outside the local area of the government facility, contractor is responsible for shipping extra award packages back to government at the date requested by the government representative.
