EVALUATION OF OFFERS (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The Government reserves the right to not make an award at all.
Completed quote consists of:
A. Signed “Concessionaire Solicitation/Contract Format”
B. Completed price list
C. Past Performance Surveys
The Government will evaluate the quality and extent of the offeror’s experience including quality of service and ability to manage a business. The following factors shall be used to evaluate offers: 1) Past
Performance; 2) Percentage of sales. The Government will use information submitted by the offeror as well as other sources in the development of the performance rating. The offeror shall submit a present/past performance reference list citing the name, phone number and e-mail of the contact along with the period of service (see “Performance Questionnaire”). Offerors will submit a copy of the present/past performance questionnaire to each of the references listed with instructions to send completed questionnaires to contract specialist.
(b) Options. The Government will evaluate offers for award purposes by considering the percentage of sales above $15,000 stated on the proposal. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before the award.
Please contact the Contract Specialist, Kathy Majors at 937-522-4599 or Kathy.Majors@wpafb.af.mil with questions.
