SECTION L – PROPOSAL PREPARATION INSTRUCTIONS

1. These instructions prescribe the format for proposals and describe the approach for the development and presentation of proposal data. They are designed to ensure the submission of information essential to the understanding and comprehensive evaluation of proposals. The instructions permit the inclusion of any additional data or information an offeror deems pertinent within the stated page limitations. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government reserves the right to make an award based on initial proposals received, without discussion of such proposals.

2. To ensure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to submit all documentation/information detailed herein, including terms and conditions, representations and certifications, and technical requirements.

Failure to submit all required documentation/information may result in a proposal being ineligible for award. In submitting a proposal, offerors are agreeing to the terms and conditions as written in the entire solicitation. The proposal shall consist of two (2) separate parts; Part I – Mission

Capability Proposal and Part II – Price Proposal. Offerors shall submit an original complete proposal and one exact copy as described below. All pages in excess of the stated limitations will be removed and disregarded during the evaluation.

Main Cover Letter: (Optional) Limit One Page. If a cover letter is provided for the offeror’s entire proposals, it should include the offeror’s CAGE Code for their Central Contractor

Registration (CCR).

Part I – Mission Capability Proposal: Limit 10 pages for the original proposal. See Proposal

Content, below.

Part II – Price Proposal: No page limitation. See Proposal Content, below.

3. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial proposals, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information will be requested and certification under FAR

15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

4. Page Format: Each page of the proposal, other than foldouts, will be typed on 8-1/2” by 11” paper and will use Times New Roman, 10 pitch. Margins will be no smaller than 1”. Each page will be numbered. If printing appears on both sides of a sheet of paper, it is considered to be two

(2) pages.

5. Proposals shall be submitted to:

6. Proposals may be mailed, overnight mailed, hand-carried, or faxed to the above address so they are received by the contracting office by the due date and time.

7. Proposal Content:

a. PART I – MISSION CAPABILITY PROPOSAL

(1) The proposal shall meet all mission capability/technical requirements stated in

Performance Work Statement (PWS) and elsewhere in the solicitation to be eligible for award.

The offeror should provide documentation which supports all the mission capability sub factors described below. The information provided should be adequate and sufficient to allow the

Government to evaluate an offeror’s technical capability.

(2) As the technical approach will primarily describe and demonstrate the capability of the offeror to fulfill all requirements stated in the PWS, the mission capability proposal should be specific and complete in every detail. The proposal shall not merely offer to perform work in accordance with the PWS. It shall outline the actual method proposed as specifically as possible.

(3) It is the offeror’s responsibility to ensure the completeness of the mission capability proposal; therefore, the technical evaluation panel for the Government has been instructed to evaluate on the basis of the information provided. The Government shall not assume an offeror possesses any capability unless specified in its proposal. Understanding of the requirements of the PWS must be demonstrated by more than a reiteration of the PWS. Repeating the PWS without sufficient elaboration will not be acceptable. Statements such as “the offeror understands,” “can or will comply with all the requirements of the PWS,” “standard procedures will be employed,” etc., are insufficient.

(4) The specific topics to be addressed in Part I are as follows:

SUB-FACTOR 1: Offerors shall submit proof that they are licensed by

Synergistics, Inc.

SUB-FACTOR 2: Offerors shall submit proof that its personnel have completed applicable maintenance training courses and are certified to perform maintenance on Synergistics systems.

SUB-FACTOR 3: Offerors shall submit an emergency response plan that complies with Performance Work Statement requirements.

SUB-FACTOR 4: Offerors shall submit a response plan for non-emergency calls that comply with requirements of the Performance Work Statement.

SUB-FACTOR 5: Offerors shall submit documents of acceptable National

Agency Checks (NACs) for its employees who will work under this contract.

SUB-FACTOR 6: Purchasing Plan. Offerors shall provide a purchasing plan for the purchase of required replacement/repair parts. See PWS Section IV.

c. VOLUME II – PRICE PROPOSAL

(1) General – All information relating to pricing data shall be included in this volume.

Under no circumstances shall pricing data be included elsewhere in the proposal. Should such pricing data be included in the mission capability and/or past performance proposals, the result will be removal of such pricing data and all other information included on the same page with such data. This could result in the exclusion from evaluation of critical mission capability/technical and/or past performance information. The price proposal shall contain the following in the order shown:

(a) A cover letter stating that your proposal is good for no less than 90 days, a

Point of Contact (name, phone number, fax number, mailing address and e-mail address), and your response to FAR 52.222-22.

(b) Completed FAR 52.208-4 (Annual Representations and Certifications)

(Jan 2006) (Pages 65-66 of the solicitation).

(c) Signed acknowledgement of any Amendment(s) issued against the

Solicitation (if applicable).

5352.215-9000 FACILITY CLEARANCE (MAY 1996)

The offeror must possess, or acquire prior to award of a contract, a facility clearance equal to the highest classification stated on the Contract Security Classification

Specification (DD Form 254) attached to this solicitation.
