About this file

This document is a draft technical requirements attachment for a federal contract opportunity titled "DRAFT CSO Call 5 - 'Project Marine Duck'". The key details are:

The general technical requirements include developing an innovative hybrid cloud or cloud-native network environment that meets DoD DevSecOps and cloud computing security standards, utilizes DoD enterprise contracts, and provides continuous support and maintenance. The environment must be able to accommodate edge devices, maintain an IT inventory management process, and provide live dashboards.

The user-specific requirements include hosting up to 50 concurrent users with various permission levels, implementing a user onboarding and validation process, and segmenting user groups. The tooling and licensing requirements specify hosting industry-standard DevOps, engineering, and collaboration tools, with the ability to manage licenses. The cybersecurity requirements focus on embracing zero trust architecture, NIST/FIPS compliance, secure software ingestion, two-factor authentication, and incident response planning.

This draft technical requirements document is associated with a pre-solicitation notice for a potential FAR-based contract or Other Transaction for Prototype Project under the AFLCMC Data Operations CSO. The opportunity is focused on obtaining an IL-4 cloud environment to support modern software development, with a specific interest in environments with positive security assessment results.
