About this file

This document contains responses to questions from vendors regarding Project Vulcan Forge Call under AFLCMC Data Operations Commercial Solutions Opening Solicitation Number FA8600-23-S-C056-0003 from the Department of the Air Force. The responses indicate there is no incumbent for the brand new contract. Specific scenarios and performance metrics will be revealed at a future industry day. The implementation timeline is 4-6 months depending on the use case. Evaluation criteria for proposals will be identified in the solicitation and weighted equally. A security clearance may not be required immediately but personnel will need access to IL5-IL6+ environments. The Air Force is open to sponsoring clearances and prefers solutions that enhance current tooling to resolve identified pain points rather than complete overhauls. Question NumberQuestionResponse
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
If not brand new, could you please provide the current / previous contract number?Brand new contract, no incumbent.
Are there specific scenarios or use cases within each user story that you can share to help us better understand the practical challenges and requirements of the Crucible environment?Specific scenarios will be revealed at the online industry day/Step 2.
What are the performance metrics or benchmarks for the automated solutions in terms of scalability, reliability, and efficiency?Specific performance metrics/benchmarks will be provided to vendors at phase 2. Capability statements need to show how your solution will improve our current state, as stated in the user story.
What is the expected timeline for the implementation of solutions once a contract is awarded, and are there any key milestones we should be aware of?Expected timeline is 4 months for use cases 1,2, and 4; 6 months for use case 3. No other key milestones exist after award.
What are the specific evaluation criteria for the white papers and subsequent proposals, and how is innovation weighted against technical feasibility? In Step 1, all evaluation criteria is identified in the call and will be evaluated in equal order of importance. The solution should be innovative in the way it is applied to the Government problem sets, but needs to be technically feasible to actually resolve the problem and supportable in the long term.
Is an immediate security clearance required for personnel on day one of the project? No. A vendor shall have at least one personnel who has or is capable of obtaining a clearance (submit to a T5/SSBI investigation and receive a favorable adjudication). A vendor will need to perform work within the Government's IL6/IL6+ environment. Therefore, the Government reserves the right to exclude vendors unable to meet these requirements.
Are you open to sponsoring security clearances for personnel?Yes.
Is there an option for our team to work at your facility?Vendors should plan on performing all work at their own facility.
Do you have a preference for enhancing your current tooling over implementing new tools?Preference for enhancing current tooling.
Can you list the main pain points with your current tooling and configuration? This will be discussed during the online industry day in Step 2.
Do you believe that your current tools are appropriate but are not being utilized effectively?Yes.
Are you considering a complete overhaul of your current systems, or are you looking to improve upon them?Improve upon current systems.
Does the answer between each user story for if are you seeking enhancement of current tooling or the implementation of entirely new platforms? If so, can you share? To the best the Government understands the question, we are looking to enhance current tooling. Specifics will be shared at the online industry day in Step 2.
Could you describe which parts of your existing infrastructure use Modern C++ (17+), Java11, and Python3?Primarily, we are looking for solutions that fall within modern infrastructure as code and configuration languages (Terraform, Helm, etc)
How does this usage align with your current and future project needs? This will be discussed during the online industry day in Step 2.
What is the current extent of your infrastructure's utilization of technologies such as scikit-learn, pytorch, numpy, pandas, R, or Julia?Government is not asking vendors to write underlying software for the environment. Vendor tools should be built on existing tools and technologies identified in Appendix A.
Page 10 says “1A – Access: Is the vendor eligible for security access to AFLCMC programs? AFLCMC work requires vendors work within an IL5, IL6 and IL6+ environment. Evaluators will assess whether vendors maintain adequate security approval to work within these environments. Vendors unable to operate per these security instructions will be deemed not awardable.” Question: Must the offeror currently possess AFLCMC security access in order to be eligible to submit a white paper? Or will the government negatively rate an offeror who does not possess this at the moment?See security response in question #6.
Is the government opposed to offers potentially incorporating pre-existing Azure-native offerings tools as a component within the full solution buildout?Generally the Government prefers azure native solutions, however not all marketplace solutions may be acceptable due to restrictions with sovereign cloud or classified cloud. Vendors shall propose all tool offerings in their solution. Government will clarify any restrictions during Step 2.

This will enable offerors to enable specifically tailored solutions.Due to security restrictions, the Government will share some application information, workflows, and code at industry day, but will not be able to show the vast majority of the environment. Government technical personnel will be available to answer specific questions about the environment, which is named Crucible.
