About this file

This document is a Questions and Answers (Q&A) file for a Sources Sought Synopsis related to the Global Hawk RQ-4 Program Support and Services contract (Solicitation Number FA8578-25-R-RQ4GH). The document contains a clarification from a potential contractor regarding the format for submitting the Capabilities Matrix. The contractor asked whether the matrix should be completed in Microsoft Word or Excel format, as the instructions seemed contradictory. The government's response confirms that either Microsoft Word or Excel format is acceptable, provided that all requested information is included in the submission.

The Sources Sought Synopsis is an RFI (Request for Information) issued by the Air Force Life Cycle Management Center (AFLCMC) to gather market research on potential contractors who can provide modernization, sustainment, and maintenance services for the Global Hawk system. This RFI is purely for information and planning purposes and does not constitute a commitment to issue a future Request for Proposal. Respondents are advised that the government will not reimburse any costs associated with responding to the RFI, and not responding does not preclude future participation in potential solicitations.

Questions and Answers:

(2) The following question was sent to the Procuring Contracting Officer on 29 May 2025:

I had a brief question about your Sources Sought for the RQ-4 Global Hawk Program. Your instructions state to complete the government provided Capabilities Matrix that was included in the Sam.gov notice in an MS Word format. However, the instructions state to return it in an excel format. I just want to confirm that you require the capabilities matrix in the MS Excel format instead of the MS Word format provided.

USG Answer: Either format will be acceptable if the requested information in the instructions is included.
