About this file
This is a Sources Sought Synopsis and Request for Information (RFI) issued by the Department of the Air Force Materiel Command Lifecycle Management Center for refurbishment and restoration of the Video Recorder and Mapping System (VRAMS) A6 Power Supply Circuit Card Assembly (CCA) supporting the Royal Saudi Air Force (RSAF) F-15SA fleet. The government seeks qualified contractors to restore existing VRAMS units to fully functional and serviceable condition using Government Furnished Material (GFM) legacy parts. The requirement explicitly notes the absence of complete technical data and engineering drawings, necessitating contractors to possess proprietary knowledge and perform reverse engineering or re-engineering as required. The acquisition strategy includes a five-year contract with one base year and four option years; the initial projected repair quantity is 35 units with 20 units projected for each subsequent option period. The effort requires strict classified/unclassified data separation and represents critical sustainment for aircraft operational readiness.
Responses to the Capability Survey must be received by close of business 14 September 2026 and should be submitted via email to the four government points of contact: Leon Castellano (Contracting Officer), Noah Taylor (Contracting Specialist), Tyre Maddox (Program Manager), and Derrick Powell (Senior Program Manager). The government proposes NAICS Code 334511 for aeronautical systems and instruments overhauling, conversion, or repairing, and encourages participation from both large and small businesses, including joint ventures and teaming arrangements. Respondents must provide business information, SAM.gov registration verification, and detailed responses addressing general capabilities, repair and technical capabilities, and engineering services capabilities. The government cautions that participation in this market research does not ensure participation in future solicitations or contract awards, and will not reimburse participants for survey-related expenses. The level of required security clearance and extent of allowable foreign participation have not yet been determined.

Video Recorder and Mapping System (VRAMS) to Support the Royal Saudi Air Force (RSAF) F-15 Fleet
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements for the services required to refurbish and restore the functionality of the existing VRAMS A6 Power Supply Circuit Card Assembly (CCA) Part Number 2029898-001, National Stock Number: 5998-01-626-6447 for the Royal Saudi Air Force (RSAF). This effort will involve restoring the units provided to a fully functional and serviceable condition using Government Furnished Material (GFM) legacy parts.
Interested sources must note the absence of complete technical data and engineering drawings. Contractors are expected to possess the capability to utilize proprietary knowledge and perform reverse engineering or re-engineering, as required, to achieve a successful repair. Performing this reverse engineering effort on a complex circuit card assembly with strict classified/unclassified data separation would require substantial time and cost. This is not a build-to-print acquisition. Additionally, contractors must re-engineer where necessary due to the unavailability of Intellectual Property (IP). Given the Government’s need for rapid delivery and tight budget constraints, only sources with existing knowledge of this system are likely to meet program requirements.
The Government’s current acquisition strategy includes a five-year contract (one base year with four option years). The initial projected repair quantity is 35 units. Projected quantities for each subsequent option period are 20 units per period.
The VRAMS is a critical component of the RSAF F-15SA fleet, essential for ensuring aircraft operational readiness and supporting long-term sustainment. The system manages discrete and MIL-STD-1553 data while maintaining strict electrical and physical separation between classified and unclassified interfaces and data storage. Its performance directly impacts the mission readiness of the fleet.
