About this file

This is a Frequently Asked Questions and Answers (Q&A) document for federal contract solicitation FA857126Q0074, L6WC25 Additive Manufacturing Expansion Stratasys F900.

The document addresses two key inquiries regarding the solicitation requirements. First, regarding material specifications, the contracting officer clarified that Ultem 9085 and all other materials specified by the Point of Contact in the Performance Description are mandatory requirements, as these materials are specific to aircraft parts manufactured by 402 CMXG. Second, concerning the small business set-aside designation, the contracting officer explained that the solicitation remains set-aside for small business in accordance with FAR 19.502-2, which requires set-asides for acquisitions above the micro-purchase threshold but below the simplified acquisition threshold unless the contracting officer determines insufficient competition exists among small business concerns. The contracting officer noted that large businesses may still submit offers in the event no small businesses demonstrate capacity to fulfill the requirement, and that if no acceptable offers are received from small business concerns, the set-aside will be withdrawn and the requirement resolicited on an unrestricted basis.

Frequently Asked Questions and Answers (Q&A)

FA857126Q0074 - L6WC25 Additive Manufacturing Expansion Stratasys F900

1. Question: The RFQ contains Ultem 9085 as a part of the request. Is this material a requirement, and if not, then what are the material requirements where something other than Ultem 9085 would suffice?

Answer: The materials specified by the POC in the PD are required. The materials requested are specific to the aircraft parts that 402 CMXG manufacture.

2. Question: Solicitation States Small Business Set Aside. Can this be updated to reflect an unrestricted solicitation?

Answer: RFO 19.502-2 Each acquisition of supplies or services that has an anticipated dollar value above the micro-purchase threshold, but not over the simplified acquisition threshold, shall be set aside for small business unless the contracting officer determines there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of fair market prices, quality, and delivery. If the contracting officer receives only one acceptable offer from a responsible small business concern in response to a set-aside, the contracting officer should make an award to that firm. If the contracting officer receives no acceptable offers from responsible small business concerns, the set-aside shall be withdrawn and the requirement, if still valid, shall be resolicited on an unrestricted basis. The small business set-aside does not preclude the award of a contract as described in 19.203. You can still solicit if you are a large business just in case no Small Business have the capacity to fulfill this offer.
