About this file
This is a Determination for Restricting Competition document issued by the Air Force Sustainment Center (AFSC/PZIMA) for procuring a Hydrostatic Test System. The document authorizes a limited sources, firm-fixed price purchase order award to Hydraulic Technology, Inc. (Cage Code 29516, Small Business) and their authorized distributors. The Government requirement includes one Hydrostatic Test System (Part #: 9901HT-150/10LR-96x32x30), one Extra 2,300 psi max pump (Part #: 1923-230A), two 15,000 PSI Rated Hose Assemblies at 2 feet, and two 15,000 PSI Rated Hose Assemblies at 9 feet. The delivery deadline is 10 weeks after receipt of order (ARO), with FOB Destination to the Commodities Maintenance Group (CMXG) at Warner Robins Air Logistics Complex, Robins Air Force Base, Georgia. The total estimated value is redacted. The purchase order will be issued against DODAAC FA2082.
The restriction of competition is justified under FAR 12.102(a) based on unique technical compatibility with existing equipment inventory and operational criticality. The hydrostatic pressure tester serves as a single point of failure for tube manufacturing operations in the 573rd Tube & Cable Shop, with breakdowns immediately halting manufacturing and aircraft maintenance schedules. Market research across the Dynamic Small Business Search (DSBS), System for Award Management (SAM.gov), and GSA databases using NAICS Code 333914 identified no viable alternatives. The OEM provided nine authorized distributors: Shiraa Al-Abhar Co. (Iraq), Govage Inc. (Missouri), Visionary Experts LLC (New York), Nieto LLC (California), GFS Supply & Services Company Inc. (New Jersey), AB Group (Maryland), Technologisty LLC (California), Stateline Solutions LLC (Michigan), and FSR Consulting LLC (Pennsylvania). All distributors are registered in SAM.gov with active SBA certifications. The determination was prepared by Brandi T. Morris, Acquisition Program Manager, WR-ALC/OBCA on May 20, 2026, and approved by Robert J. Robinson, 2d Lt, USAF, Contracting Officer on June 1, 2026.

2. Authority
The authority for this action is the Revolutionary Federal Acquisition Regulation (RFO) FAR 12.102(a), which allows for restricting competition when the contracting officer determines that only one source or limited sources are reasonably available for acquisitions at or below the simplified acquisition threshold.
3. Rationale for Restricting Competition
This is a limited sources, commercial supply requirement. The OEM does not have any authorized resellers, but they do sell their products to other contractors who are allowed to resell them at their chosen price point. Due to the circumstances described herein, the activity requests authority to acquire this Hydrostatic Test System using Other Than Full and Open Competition (OTF&OC) prescribed by RFO 12.102(a).
The current hydrostatic pressure tester in 573rd Tube & Cable shop is a single point of failure where a breakdown would immediately halt manufacturing and prevent pressure testing of tubes for aircraft use. The current pressure tester only allows for a specific range of pressure testing.
For pressure testing outside of those, operators must go to a different building to perform the required pressure test. The hydrostatic pressure tester is essential for quality assurance testing of manufactured tubes in the 573rd Tube & Cable Shop before installation on aircraft and represents a single point of failure for tube production operations. Without reliable testing capability, tube manufacturing will be halted as components cannot be certified for aircraft use, directly impacting aircraft maintenance schedules and mission readiness. The current equipment needs replacement to maintain continuous tube manufacturing and testing operations supporting aircraft repairs. This upgrade addresses both the reliability concerns of our existing equipment and expands our testing capabilities to better support aircraft maintenance operations.
Their unit is uniquely specified for full compatibility with our current inventory of pumps and test fittings, a feature not available from other manufacturers. This exclusive compatibility allows us to leverage our current spares and realize a cost avoidance ( (Fittings) + (Fittings) + (Pumps) = ). In addition, if the Government chose to utilize a different tester, it would require retraining for four operators, costing the Government an average estimated productivity loss of for a day's (8 hours) loss (Jobs vary between per day, depending on the specific workload) plus an additional for the 8 hours of pay ( Per Hour x 8 Hours x 4 Mechanics) that didn't result in any shop productivity. That doesn't include the cost of the actual training that would be necessary.
Market research was performed reviewing the Dynamic Small Business Search (DSBS) and System for Award Management (SAM).gov databases using North American Industry Classification System (NAICS) Code 333914 - Measuring, Dispensing, and Other Pumping Equipment Manufacturing and keywords "hydrostatic test" looking for companies that could provide the Government's requirement. A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide the hydrostatic tester. This query resulted in 3 small businesses (see attached DSBS Query). One of the companies was the OEM, Hydraulic Technology Inc. The other two were both Womack Machine Supply with different cage codes, but with the same point of contact listed for both. After a search of their website, these two were determined not capable after a search of their website showed no mention of Hydraulic Technology equipment or the specific equipment the Government need. In addition, GSA was also queried using multiple search terms for any source that could provide the Government's requirement which resulted in zero small businesses (see GSA Search). Mandatory Sources such as Ability One were considered but did not meet this requirement.
