Question: Would the team consider refurbished equipment and suitable substitutions?

Answer: NO to refurbished equipment because VDATS requires brand new COTS parts only. As for suitable subs, yes we will listen to what they have to offer, but it must be run by the Engineering group to decide if it is acceptable before implementing.
