Support of Automated Logistics Management Support System (ALMSS)
The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to support ALMSS. The level of security clearance is both top secret/sensitive compartmented information/secret and there will be no foreign participation in this requirement.
The Government does not own or have access to the data for these items. The Government has determined that this system is a non-commercial item.
This RFI is posted for planning purposes only under the stipulations contained in FAR 52.215-3, specifically: the Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and Proposal costs. Your response will be treated as information only and shall not be used as a proposal.
The information used in the RFI is for planning purposes for a follow on contract to W31P4Q-05- A-0031. The proposed contract will be awarded to Leidos, Inc., 6909 Metro Park Drive, Alexandria, VA, 22310 (CAGE: 07NE7). This follow-on award is projected to be a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) sole source effort to Leidos, Inc. as the only responsible source capable to provide the services.
There is only one ALMSS production server/system used by the Government and one developmental server/system used by current Contractor. No spares exist for potential sources to evaluate capabilities.
The contractor shall furnish all material (less Government Furnished Equipment), support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
INSTRUCTIONS:
1. The documents below contain a description of the ALMSS Support requirement and a Contractor Capability Survey. The Survey allows contractors to provide their company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
3. Both large and small businesses are encouraged to participate in this Market Research.
Joint ventures or teaming arrangements are encouraged.

Requirements Description
Automated Logistics Management Support System (ALMSS)
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to support
ALMSS.
This requirement is for support services. Our support services strategy is contemplating a five-year IDIQ contract (a basic period of twelve months plus four twelve-month option ordering periods). Support services include software and hardware support, customer support and technical support.
The Government’s needs for support services are required to sustain and improve the effectiveness/efficiency of its worldwide mission providing cradle-to-grave sustainment management for Command and Control Intelligence, Surveillance and Reconnaissance (C2ISR) systems and other assigned platforms. Requirements are for Supply Chain Management (SCM) software which covers all intelligence, surveillance and reconnaissance assets and systems.
C2ISR-managed weapons systems include, but are not limited to, U2, Air Force (AF) Distributed Common Ground System (DCGS), Joint Surveillance Target Attack Radar System (JSTARS), Predator/Reaper, Data Links, Sensors, Special Projects, and DCGS.
ALMSS is comprised of over one million lines of source code and resides on an IBM System I Server. The application is written in several high level languages including HTML, JavaScript, IRL, JAVA, COBOL, COBOLLE, RPG, RPGLE, CL, CLLE, Progress, ColdFusion, and PowerBuilder. It is designed to provide a full range of stock control and distribution functionality for both national stock number and part number peculiar items for wholesale and retail distribution.
ALMSS will provide Enterprise Information Systems Sustainment (EISS) and related engineering, logistics and SCM support in the form of Operating System support, Database Management Administration, Hardware/Software Maintenance, Logistics support and training, COTS Integration, functional analysis support, program management, operations technical support, functional analysis support, and requirements computation administration.

Part II. Capability Survey Questions
A. General Capability Questions:
1. Describe your company’s experience supporting and managing Automated Logistics Management Support System (ALMSS).
2. Describe your company's capabilities for generating, handling, processing and storing classified material and data.
3. Describe your company's capabilities and experience in generating technical data and manuals. Identify which software programs are utilized to generate these data products and what formats are available for delivered items.
4. What is your company’s current maximum capacity per month for this particular type of requirement? Provide information on any facility reserves you may possess to increase capacity in the event of an immediate need do to critical operational mission requirements.
B. Commerciality Questions:
1. Is there established catalog or market prices for our requirement?
2. If you offer this service to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and general public?
3. Is our requirement offered to both under similar terms and conditions? Briefly describe any differences.
4. Describe your standard warranty for services furnished to the Government for systems similar in nature to this requirement.
C. Software and Hardware Support Services
1. Describe your services capabilities and experience with regard to the requirements of this effort.
2. Describe your capabilities and experience in software and hardware development, modification, repair, maintenance and customer/technical support for ALMSS. Include associated software and hardware upgrades to include technical data.
3. Demonstrate your ability and experience in repair of the ALMSS systems, which are currently in use in commercial or military supply chains by providing the following information on the same or similar items:
