About this file

This document contains Questions and Answers (Q&A) from the United States Air Force (USAF) regarding an upcoming contract opportunity related to aircraft integrity programs. The Q&A covers seven key topics, including scope alignment, digital engineering expectations, data access, and cyber requirements for multiple aircraft fleets including HH-60W, UH-1N, TH-1H, and MH-139A.

Key details include: The contractor will not serve as the primary Integrity Program authority but will support ASIP and FSIP Managers, serving as the primary data analyst. VR/AR technologies are not currently anticipated for use. The contractor will have access to HUMS/VMS datasets and preferred analysis tools. CMMC Level 2 certification is not required at contract award, and classified data processing is not expected. The USAF is open to small business participation in proposed technologies, and noted Contract Deliverables (CDRLs) will be provided with the Request for Quote (RFQ).

1. Scope Alignment

Will the follow-on contractor serve as the primary Integrity Program authority for the HH-60W/UH-1 fleet, or work jointly with Air Force engineering and platform OEMs?

USAF Answer:

Contractor will not serve as the primary Integrity Program authority for the HH-60W, UH-1N, TH-1H, or MH-139A fleets, but rather will support the ASIP and FSIP Managers who serve as the USAF’s Engineering Authority. The contractor will supplement organic USAF engineering resources and OEM support and will serve as the primary data analyst. The contractor should not require OEMs for any support. All aircraft/program decisions will come from USAF engineering.

2. Digital Engineering / VR/AR Expectations

To what extent does the Government anticipate leveraging VR/AR or digital-twin environments for ASIP/MECSIP/AVIP/EWIS inspection, training, or severity-factor visualization?

USAF Answer:

To date, VR/AR technologies have not played a role in these activities, and no role is anticipated.

However, some of the underlying analysis and databases commonly associated with digital-twin are currently utilized by the USAF such as damage history, finite element analysis and flight loads collection.

3. HUMS/VMS Data Access

Will the contractor have direct access to HUMS/VMS datasets for Phase V Force Management tasks, and are preferred analysis tools specified?

USAF Answer:

Yes, HUMS/VMS files are accessible to the contractor. Preferred analysis tools exist (e.g., Enhanced Digital Ground Station), are utilized by USAF, and will be available to the successful bidder.

4. Cyber Requirements

Is CMMC Level 2 or higher anticipated at contract award, and will classified processing be required?

USAF Answer:

While having the capability to be certified at CMMC Level 2 may have benefits, it will not be required at contract award. At this time, classified data is not anticipated to be worked under this contract.

5. Small Business Participation

Does the Government view digital engineering, VR/AR training modules, or 3Dprinted prototype hardware as suitable for small-business workshare?

USAF Answer:

USAF engineering does not expect the Integrity Programs to need any Virtual Reality/Augmented Reality training modules, or any 3D printed prototype hardware. However, the USAF engineering team sees nothing objectionable in having the proposed technologies / tasking conducted by small businesses.

6. UH-60 Modernization as Relevant Experience

May UH-60 MedEvac/Rescue modernization work be considered relevant experience when paired with OEM/depot-level partners?

USAF Answer:

Without some details of nature of modernization work, it is not possible to assess its relevance.

7. Deliverables / CDRLs

Will CDRLs for ASIP/MECSIP/AVIP/EWIS Master Plans, severity-factor updates, NDI procedures, and repair updates be included in the draft PWS?

USAF Answer:

Noted CDRLs are provided with the RFQ.
