Justification and Approval (J&A) for Other Than Full and Open Competition

I. Contracting Activity.

This Justification and Approval (J&A) requests authority for Other Than Full and Open Competition to support requirements generated for the Air Force Life Cycle Management Center (AFLCMC), Agile Combat Support (ACS) Program Executive Office (PEO), Electronic Warfare/Avionics Program Office, Position Navigation Timing-Program Office (PNT-PO), Robins AFB, GA. The Contracting Activity for these requirements is AFLCMC/WNK. The Purchase Requests supporting these requirements are FD2060-l 7-30546, FD2060-l 7-3054 7, FD2060-l 6-91123, and FD2060-l 6-91124.

II. Nature and/or description of the action being processed.

The purpose of this Class J&A is to gain approval to use Other Than Full and Open Competition (OTF&OC) procedures to award four new contracts to the two sole source vendors (Northrop Grumman Systems Corporation (NG) and Honeywell International Inc. (HI)) for Embedded Global Positioning System (GPS) Inertial Navigation System (INS) (EGI) Engineering, Manufacturing, and Development (EMD) and follow-on Production and Sustainment (P&S) in support of EGI and EGI-M/

EAGLE-M.

The activity requests authority to award two new sole source contracts for EMD support. These contracts will be Cost Plus Fixed Fee (CPFF)/Cost Plus Incentive Fee (CPIF) with a 24 month basic period of performance (PoP) and two (2) 12-month options. This PoP length is required to provide sufficient time to satisfactorily meet all EMD events [i.e. Critical Design Review (CDR), Test Readiness Review (TRR), Functional Qualification Test (FQT) Functional Configuration Audit (FCA), Physical Configuration Audit (PCA), and Manufacturing Readiness Assessment (MRA)].

These contracts will support Military GPS User Equipment (MGUE) - specifically addressing the M Code capability - into existing fielded and future production EGI for an EMD effort.

Department of Defense (DoD) to remain in compliance with Public Law. The mandates specific to OPS M-Code and ADS-B Out are as follows; OPS M-Code: Public Law 111-383, effective 7 January

2011, states, " ... none of the funds authorized to be appropriated ... for the Department of Defense may be obligated or expended to purchase user equipment for the Global Positioning System during fiscal years after fiscal year 2017 unless the equipment is capable of receiving military code ... " ADS-B Out:

1./ CFR §92.225 and§ 91.227 direct that after January I. 2020, and unless otherwise authorized by Air Traffic Control, no person may operate an aircraft in Class A airspace unless the aircraft has equipment installed that meets a group of requirements established by the FAA for Extended Squitter ADS-B. DoD aircraft are not exempt from this policy.

The new EMD contracts will request delivery of all data (design, technical, and software). The EGI

M designs are based upon the proprietary architecture currently fielded in the EG!s. The Government is working to incorporate Open Architecture (OA) software standards progressively. Trade studies performed under the Technology Maturation and Risk Reduction (TMRR) contracts have focused on the implementation of Open System Architecture standards for external interfaces where practical.

The EGI is an all-attitude navigation system providing outputs of linear and angular acceleration, velocity, position, attitude (roll, pitch and platform azimuth), magnetic and true heading, altitude, body angular rates, time tags, and time. There is no similar product (integrated OPS and INS) customarily used for non-Governmental purposes. The EGI

The two Original Equipment Manufacturers (OEMs), NG and HI are the exclusive vendors of the EGI for the airframes they support. Each OEM has been designated as Contractor Logistic Support (CLS) for the life of the system through the Source of Repair Approval Process (SO RAP). The current production and sustainment contracts, F A8540-14-D-0001 (NG) and FA8540-l 3-D-0002 (HI) were awarded sole source and utilize a mix of pricing arrangements which includes FFP, CPFF, CRNF and

Time & Materials (T&M).

Award to any other sources would result in an unacceptable delay in fulfilling the DoD and FMS requirements. NG and HI are the only EGI production capable vendors that combine both OPS and INS in a single receiver unit that meets military requirements. Both manufacturers possess highly specialized capabilities to include trained personnel, experience, knowledge base, facilities, data, and manufacturing/tooling equipment necessary to support specific platform configurations for their specific product lines.
