1.0 Description of Services

PR: FD2060-20-00002 PWS REVISION: 0 2

These services include inspection, overhaul, repair, testing and procurement of spare components, packaging, handling, storage, transportation, as well as data collection. The contractor shall ensure repair turn-around time is maintained for 100% of items not approved as condemnation/Beyond Economical Repair which shall be repaired and returned to serviceable condition within 90 calendar days. The Contractor shall provide on-time delivery of routine, high priority, Mission Impaired Capability Awaiting Parts (MICAP) and SURGE repairs in accordance with (IAW) the negotiated timeline contained in the contract. Contractor shall provide all resources needed to inspect, accomplish functional testing and depot level repair of the BPF to meet contract delivery schedules IAW this PWS. The contractor shall maintain configuration control of items repaired under this effort and shall track and inform the System Engineer/Program Manager of configuration changes within 30 calendar days. The contractor shall provide notification of engineering changes by submitting an Engineering Change Proposal for all Class 1 changes to the baseline configuration. The contractor shall provide mishap notification and reporting with no more than one instance of late mishap notification per calendar year.

1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the United States Air Force (USAF) by ensuring the E-3 mission the operational availability and reliability of IDG Program components for voice communications with commercial and foreign aircraft, to successfully accomplish their mission in support of all military directives.

1.3 Background: This item is part of the IDG program which incorporates UHF SATCOM, DAMA and GATM into the Airborne Warning and Control System (AWACS) E-3 fleet. The IDG program and its components are unique to the E-3 platform. A Source of Repair Assessment (SORA) and Business Case Analysis (BCA) were accomplished in 2010 along with a Depot Maintenance Activation Working Group (DMAWG) which determined that contract repair was the best value alternative for the life of the system. For this reason, no technical data was purchased and the item remains sole source contract supported due to the unique design and the Original Equipment Manufacturer (OEMs) proprietary rights of the technical data. This is not a commercial item and is unique to not only the Department of Defense, but also to the E-3 platform. Therefore, it does not apply to the commercial market. Market trend is steady for this item as the Government is the sole user and application for this item is limited to only the E-3 fleet.

PR: FD2060-20-00002 PWS REVISION: 0 3

This item has been previously repaired as a sole source item under sole source contracts.Previous contracts include FA8539-15-D-0004-0001 ( Aug. 6, 2015), FA8539-17-F-0046 ( Mar. 3,2017), FA8539-18-F-0003 ( Nov. 2, 2017), and FA8539-18-F-0038 (Jan. 12, 2018).

Previous market research reports found that the Government did not own any technical data for this item. The only source possessing a complete enough data package to repair this item is the OEM, Pole/Zero Acquisition, Inc. CAGE: 0U5W0.
