About this file
This is a Sources Sought Synopsis for C-5 Center Door Gearbox (CDG) and Rotar Actuator overhaul services. The United States Air Force is conducting market research to identify potential contractors with expertise, capabilities, and experience to meet qualification requirements for overhauling the CDG (NSN 1680-00-026-4424UC, PN 544996-3-1) and Rotar Actuator (NSN 1680-00-024-6953UC, PN 544948-2-1). Both components are platform-specific aviation items designed and developed by Honeywell exclusively for the C-5 Aircraft, with one CDG and two Rotar Actuators installed per aircraft. These items are critical to the C-5's capability to perform rapid strategic airlift and tactical drive-on/drive-off loading operations. The government has not yet determined the level of security clearance required or the amount of foreign participation permitted, and participation in this market research does not guarantee future contract awards. The security clearance requirement and foreign participation limitations remain undetermined.
Responses to the Contractor Capability Survey must be submitted by the offers due date listed on SAM.GOV to three recipients: Buyer Caiveon Thomas (caiveon.thomas@us.af.mil), PCO Joseph Jones (Joseph.Jones.81@us.af.mil), and PM Laura Keene (Laura.Keene@us.af.mil). The survey requires detailed business information, facility capabilities, past experience on similar complex projects, repair experience with the specific part numbers, classified material handling capabilities, production capacity, quality assurance processes (including AS9100 compliance), repair and maintenance procedures, configuration management practices, inventory management processes, and manufacturing capabilities. Small business respondents are encouraged to provide evidence of teaming arrangements or identify work that should be set aside exclusively for small business. The proposed NAICS code is 336413, and respondents must indicate their business designation status, SAM registration, and domestic or foreign ownership. Attachments shall not exceed 10 MB per email, with multiple emails acceptable, and all data must be in readable electronic format compatible with firewall receipt.
