About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document for a sole-source acquisition.

The Air Force Sustainment Center (AFSC), 638 Supply Chain Management Group (SCMG), 409th Supply Chain Management Squadron (SCMS) located at Robins Air Force Base, Georgia is seeking to award engineering services on a sole-source basis to BAE Systems for F-15 Supply Chain Management Engineering Organization support. The requirement includes performing desk top technical order parts audits and analysis, component verification, data analysis, parts research, reporting, information gathering, data inputting, tracking, organizing, developing, coordinating, and reviewing data for the Supply Chain Management and Obsolescence Management Programs. The services support performance-based engineering for avionics sustainment across the entire United States Air Force worldwide F-15 Mission Design Series aircraft fleet, including analyzing factors affecting piece part availability, component obsolescence assessments, Defense Logistics Agency cataloging verification, and system configuration auditing. The estimated total cost is redacted. The period of performance consists of a 12-month base period, two 12-month option periods, and a six-month extension period option under Revolutionary Federal Acquisition Regulation Overhaul Clause 52.217-8.

The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, claiming only one responsible source can satisfy requirements. BAE Systems is identified as the only vendor possessing the necessary non-severable expertise spanning F-15 avionics hardware/software, Automated Test Equipment, and Air Force depot-level repair policies and procedures. Market research identified only BAE Systems and BHPE LLC as potential competitors, but neither alternative source possesses the highly specialized technical experience and system knowledge critical to the F-15 Avionics Systems Supportability Analysis Program. The Government determined that awarding to any other source would introduce unacceptable delays due to a minimum five-year learning curve, risking mission-readiness, operational aircraft grounding, and increased F-15 Mission Impaired Capability Awaiting Parts rates.
